Recommendation/Action(s):
Motion referring the Land Use Plan amendment for Quarry View (2000 and 2100 Blocks of 8th Avenue) to the Planning Commission on March 26, 2025; by request of Brett Skilbred.
Summary:
The City of Mankato has received an application for an amendment to the Land Use Plan from Brett Skilbred. Mr. Skilbred is requesting an amendment to facilitate development adjacent to Jefferson Quarry on 8th Avenue.
The proposed amendment seeks to change the guided land use designation from Light Industrial to Medium Density Residential, allowing for the construction of single-family dwellings, either attached or detached. This change was considered during the review of the Jefferson Quarry Redevelopment Plan, which envisioned the area as a transitional zone between existing single-family homes and future quarry-related uses. The City Council reviewed and approved the plan on September 11, 2023.
The Jefferson Quarry Redevelopment Plan process fulfills the requirements outlined in the City of Mankato's Land Use Plan amendment process. The proposal aligns with the concepts presented in the redevelopment plan. According to the City Charter, upon receiving a proposed comprehensive plan or modification from the City Manager, the Council must refer the proposal to the City Planning Commission. The Commission is required to review the proposal and submit its recommendations within a time frame specified by the Council.
Following the Planning Commission's review, the City Council will conduct a public hearing before adopting the proposed plan or modifications by resolution, with or without amendments.
City staff recommend that the Council refer the proposal to the Planning Commission for review during its March 26, 2025, meeting. The Planning Commission will then report its recommendations to the City Council for consideration at the April 14, 2025, meeting, where a public hearing will be scheduled for May 12, 2025. This timeline is contingent on the Planning Commission proceeding without postponement.
Notices regarding the March 26, 2025, Planning Commission meeting will be sent to property owners and renters within 350 feet of the property. Additionally, a notice will be published in the designated newspaper to inform the public of the potential review.
