Resolution authorizing the City Manager to apply for the Minnesota Department of Health for Lead Service Line Inventory Technical Assistance.

Recommendation/Action(s):

Adoption of the attached resolution.  

Summary:

As part of ongoing efforts to identify and replace lead water services throughout the country, the United States Environmental Protection Agency has issued the Lead and Copper Rule. This rule requires public water systems to identify Lead Services Lines (LSL) and develop a replacement plan. Efforts to comply with this rule are overseen by the Minnesota Department of Health (MDH) in the State of Minnesota.
 
In order to assist public water systems in complying with the requirements of the Lead and Copper Rule, MDH is contracting with consulting engineers to provide technical assistance. Assistance is available with three categories of work:
  • Records review for inventory development
  • Visual inspection for inventory development
  • Communication material development to be sent to the public
Review of records and inspection is currently ongoing, and staff are working to develop an inventory of Lead Service Lines in the community. An important part of this is a self-assessment that residents can perform. Residents answer a couple of questions and there is a guide available in three languages to assist in the identification of service line material. Residents can also schedule an inspection of their dwelling as well. The inventory can be found online.
