Resolution authorizing application to the Minnesota Pollution Control Agency (MPCA) for PFAS Source Identification and Reduction Grant Program for funding assistance for 2025 PFAS testing.

Summary:
In October 2022, the City of Mankato entered into a memorandum of understanding with the MPCA that outlines a process to test for PFAS in the city’s wastewater stream. PFAS (per-and polyfluoralkyl substances) are a known class of environmental contaminants with thousands of unique chemical structures which are persistent in the environment and are in widespread use in industrial, commercial, and household applications. Because of their known health impacts, they are the subject of increasing scrutiny from both the water industry and regulatory agencies.
As part of the implementation of our PFAS Pollutant Management Plan, staff proposes to spend $51,500 on PFAS testing in our wastewater system in 2025 and is requesting City Council permission to apply for this amount from the MPCA PFAS Source Identification and Reduction Grant Program. This program will fund 90% of the city’s effort. The remaining 10% will be funded from the WRRF’s approved 2025 operating budget.
