Approve the resolution authorizing the City Manager to enter into the Joint Powers Agreement.

The State of Minnesota Department of Administration is seeking to enter into a Joint Powers Agreement with the City of Mankato and Blue Earth County for the design of the Bassett Drive extension. Bassett Drive currently terminates at the intersection of Carver Road/586th Street north of the Blue Earth County Justice Center. The road will be designed to extend to the east to provide access to the proposed BCA project.
 
History
In 2007, the City of Mankato entered into a subdivision agreement with Blue Earth County and Theodore Wolfe. The agreement discusses the responsibilities of cost related to the future extension of Bassett Drive. 
 
Ownership of Outlot A, Blue Earth County Justice Center Addition, has been transferred to the State of Minnesota. This recent transaction requires the need for a Joint Powers Agreement.
 
Terms of the Agreement
Per the terms of the agreement, the City of Mankato is responsible to contract for the design of the Bassett Drive Extension. The design services shall include survey data, construction documents, and bid specifications. The design contract is for services not to exceed $70,000 and is required to be completed by June 30, 2025.
The State of Minnesota will be responsible for the reimbursement of all costs incurred associated with the road not to exceed the $70,000 limit.
 
Future Council Actions Required
Upon receiving approval to proceed with the BCA project, the State of Minnesota will need to submit a subdivision for the formal platting of Outlot A, Blue Earth County Justice Center Addition. The platting process will address future costs related to the construction of Bassett Drive.
