Resolution extending the previous approval of a Conditional Use Permit to allow a drive-thru between the building and the property frontage in the Highway Gateway Overlay District, and for a Certificate of Design Compliance for a new structure in the Highway Gateway Overlay District. The subject property is described as Lot 4, Block 2, Mills Addition (1811 Premier Drive); by request of Mankato Chicken, LLC d/b/a Popeyes.
Recommendation/Action(s):
At the March 26, 2025, meeting, the Planning Commission recommended approval with conditions of the extension of the conditional use permit. Council adoption of the attached resolution.
Summary:
Mankato Chicken, LLC dba Popeyes, is requesting an extension of a conditional use permit for a drive-thru business in the B-3 Highway Business District, to allow a drive-thru lane between the building and the property frontage in the Highway Gateway Overlay District, and for a certificate of design compliance for the construction of a new structure in the Highway Gateway Overlay District. The subject property is described as Lot 4, Block 2, Mills Addition (1811 Premier Drive).
The original City Council review of the item occurred on August 14, 2023. The previous approval can be reviewed at this link. The applicant indicated that delays in other markets resulted in the inability to construct the facility in Mankato in 2024 without significant winter construction. In the request for an extension, the applicant stated an intent to begin construction in the spring of 2025. A building permit has been submitted for review supporting the intent to begin construction.
