Resolution approving the 2025 MnDOT Aeronautics PAPI Light Replacement Grant. 

Recommendation/Action(s):

Adoption of the attached resolution.

Summary:

On June 28, 2024, MnDOT Aeronautics Office announced the results of the State Fiscal Year 2025 funding grant solicitations. Mankato Airport’s Runway 04/22 PAPI Equipment Replacement project, estimated at $75,000, was included in the State Grant Offer.

The Precision Approach Path Indicator (PAPI) is a system of lights located at the side of an airport runway that provides visual descent guidance information during final approach.

The PAPI Lights Replacement for Runway 04/22 was included in Mankato’s 2025 Capital Improvement Project list with a local share of $22,500.

The city obtained two quotes for this project and anticipates awarding the construction to the preferred low quote from Minnesota Signal LLC.

In addition to the quote for construction, there are engineering services with TKDA for grant and construction administration services for an amount of $5,000.

FAA Flight Check is required as part of the project to ensure that the equipment has been properly aimed and is included in this grant as an administrative expense. A final cost estimate for the Flight Check has been requested from the FAA, but Mankato has not yet received a response. Therefore, we are including an estimated amount of $17,000.00 for these services.
 

The total project cost is anticipated to be $82,054.00. State funding for fiscal year 2025 is requested in the amount of $57,437.80 for 70% of the eligible project expenses, resulting in a $24,616,20 or 30% local share.

A previous grant offer, September 13, 2021, for an estimated $28,500 of State Fiscal Year 2022 funds was not acted upon.

The August 2024 on-site inspection of the Mankato Airport conducted under the FAA’s Airport Master Record (Form 5010) Program identified known and unknown issues with the Precision Approach Path Indicator (PAPI) system for Runway 04/22. Replacement of the PAPI lights for Runway 04/22 will enhance safety for the flying public.
