Resolution ordering advertisement for bid on Project 11140; Riverfront Drive Lighting and Streetscape.

On May 27, 2025, the Council rejected a bid from Hunt Electric Mankato dba River City Electric for proposed lighting and streetscape elements on Riverfront Drive. One bid was received. The contractor’s bid of $1,080,392 was significantly higher than both the engineer’s estimate and the approved project budget of $742,000.
 
As outlined in the Council item on May 27, 2025, staff met with representatives of the Old Town Association and have developed a reduced scope of work. The revised project scope is anticipated to be able to be delivered within the approved budget. The following changes to the original project scope are proposed:

• Decorative streetlights from Main Street to Rock Street (original project was from Main Street to Lafayette Street).

• Bid benches and bike racks as Add Alternates (part of the base bid in the original project).

• Remove the installation of the Old Town Monument, which was very costly.

• Salvage and store removed roadway lighting for installation as part of a future project (the original project reinstalled these lights on North Riverfront Drive, which added significant concern for potential bidders).

• Add Alternate to reinstall the lights above on North Riverfront Drive rather than deliver them to the City for storage.

More details regarding the revised project are attached. If approved, bids will be opened on July 21, 2025, and brought to the Council for consideration on July 28, 2025. Construction would occur later in the fall and, depending on the time required to procure materials, could extend into the spring of 2026.
