Motion increasing the scope of Project 11121 for the Long Street and Emerson Lane Feasibility Report to include the consideration of improvements identified in the Hilltop Neighborhood Traffic Study.
Recommendation/Action(s):
Motion approving the increased scope of Project 11121.
Summary:
At its regular meeting on June 9, 2025, the City Council ordered the preparation of feasibility reports for a number of 2026 projects, including Long Street and Emerson Lane (City Project #11121). This project includes the full reconstruction of Long Street from Main Street to Fair Street and Emerson Lane from Pfau Street to North Belmont Drive.
At its June 16, 2025, meeting, the City Council approved a resolution directing the temporary installation of stop signs at the intersection of Belle Avenue and Guenther Street. These new signs will be installed shortly, and their performance monitored for future consideration.
Recently, as part of the Hilltop Neighborhood Engagement, a traffic planning study was completed that proposed potential improvements on several streets in the Hilltop Neighborhood, including Long Street and Belle Avenue. Because there are several other potential improvements identified in the Hilltop Neighborhood Traffic Study that are near the Long Street project, including Belle Avenue, it makes sense to consider additional improvements beyond the original scope of the Long Street/Emerson Lane project as part of its feasibility report.
Additionally, there are numerous street segments in the area that may be considered for reconstruction, some of which are identified in the Surface Transportation Capital Improvement Plan. To better plan and budget these projects, a wider study of this area as shown on the attached figure is beneficial.
It is recommended that the City Council direct staff to expand the scope of the Long Street/Emerson Lane feasibility report to include the consideration of other nearby improvements identified in the Hilltop Neighborhood Traffic Study that could be implemented in 2026 concurrent with the already planned project. It is also recommended that a local capital improvement plan be developed for the other streets in the study area.
