Resolution accepting sanitary sewer easements for the sanitary sewer line between Ridge Lane and Hinckley Street.

Earlier this year, a sanitary sewer backup was reported in the neighborhood north of Main Street between Ridge Lane and Hinckley Street. Upon investigation, it was discovered that the backup was the result of a partial pipe collapse in the 6-inch clay line that exists between Ridge Lane and Hinckley Street. This pipe was originally installed in 1925 and is located in a tight space between the homes at 729 East Mulberry Street and 121 Ridge Lane. This pipe is part of the public sanitary sewer system but exists entirely on private property.  No public right-of-way or easement exists to allow the City to operate and maintain the pipe.
 
Staff worked with the property owners to temporarily restore flows in the pipe. A more permanent fix is proposed to replace portions of the old pipe. In order to allow this work, the City prepared easement documents and asked the adjacent property owners to sign them before permanent improvements could proceed.
 
Easements have been executed by the property owners at no cost and are attached. It is recommended that the City Council accept the executed easements from the following two properties and direct the City Manager to have them recorded at the County.
 

• Elizabeth Tabor – 729 East Mulberry Street
• Howard and Nicole Haugh – 121 Ridge Lane

 
In anticipation of the acceptance of these easements, quotes have been collected from three contractors to complete the necessary repairs. The low-cost quote is from GM Contracting in the amount of $56,520.74. Note that the City’s purchasing policy allows the City Manager to approve construction contracts of this amount. Once the easements have been accepted by the City Council, staff will proceed with the needed repairs which will be funded through the approved 2025 Sanitary Sewer maintenance budget.
