Summary:

The PHA Annual Plan is a comprehensive guide to public housing agency policies, programs, operations, and strategies for meeting local housing needs and goals. The EDA submits a plan that represents the role of the agency and programs in the community. The plan follows strategic planning identified in the community consolidated plan, strengthens ties to community service agencies, fair housing, and accesses tools necessary to reach established goals.
 
The Plan identifies policy changes the EDA has enacted since submission of the last Annual Plan. It provides review and updates to both the Administrative Plan and Admissions and Occupancy Procedures (ACOP), which provide administrative updates to PIH notices and regulations references. The repositioning of Public Housing through Section 18 Conversion and the RAD/Section 18 Small PHA Blend programs is also addressed. 
 
This plan has specific emphasis on the operations and strategies of the Housing Choice Voucher program and Public Housing program. It also addresses affordable housing needs in the community and makes progress in implementing action steps identified in the Affordable Housing Action Plan (AHAP). The programs and services administered by the EDA are intended to cover the continuum of housing aligned with the Affordable Housing Action Plan. The EDA receives housing program revenue leveraged from state and federal resources that include:

The plan has been posted for public comment and Resident Advisory Meetings will be held in August. A summary of any comments received will be shared at the September 8, 2025, Public Hearing.
