Resolutions amending the Fee Schedule related to Animal Impound and Boarding Fees and Tobacco License Fees.

Animal Impound Fees:
It is recommended that an Animal Impound Fee of $40 per incident and a Boarding Fee of $30 (beginning at the time of impound) be included in the city's fee schedule. Since January 1, 2025, there have been a total of 47 dogs reunified through Mankato’s Animal Impound. The average length of stay for a lost dog is just over one day (1.13 days). The proposed fee structure is designed to appropriately reflect the costs associated with housing and caring for impounded dogs. A review of comparable fee structures in other Minnesota cities with their own impound facilities shows that Mankato’s proposal is consistent and in alignment with statewide practices.

Tobacco License Fees:
It is recommended that the fee for tobacco licensing be adjusted to $250 prior to the 2026 licensing period in an effort to assist with the associated costs of issuing, inspecting (two compliance checks a year), and enforcing the provisions of the license. A review of a few cities with a similar population found the fee to be set at $250. The current license fee is $188 and has not been increased since 2011. As you recall, the administrative penalty fees associated with tobacco were also recently increased to align with Minnesota State Statute.
