Resolution authorizing the City Manager to apply for the Building Official Training (BOT) Municipal Grant program from the Construction Codes and Licensing Division (CCLD) of the Minnesota Department of Labor and Industry (DLI).

Summary:
The Minnesota Department of Labor and Industry’s Construction Codes and Licensing Division (CCLD) has established the Building Official Training (BOT) Municipal Grant Program to assist municipalities in developing the next generation of certified building officials. The program provides competitive grants to support training and professional development for individuals pursuing certification as a Minnesota Building Official.
The BOT Municipal Grant Program offers partial funding and training guidance for municipalities to establish or continue an in-house Building Official Training program. Through this program, a trainee in the City’s Building Inspection Division would receive on-the-job training and education in building code enforcement under the supervision of the City’s certified Building Official. The trainee would begin employment as a construction code inspector as outlined in Minnesota Statutes §326B.135 and would be required to meet the Commissioner’s competency criteria by the end of the first year, as specified in Minnesota Rules 1301.1400. The program's goal is for the trainee to achieve a Building Official–Limited (BO-L) or Building Official (BO) certification in accordance with Minnesota Rules 1301.0300.
Grant funds would provide partial support for program development, staff time, and training materials associated with the trainee’s certification path. Any local match requirements or additional costs would be addressed within the Planning and Development Services budget.
Approval of this authorization will allow staff to pursue grant funding to support the continued professional development within the City’s Building Inspection Division.
