Report on project and motion approving Change Orders 1-2 for Improvement Project 11188; Bassett Drive Extension (BCA) Project.
Recommendation/Action(s):
Motion approving change orders 1-2.
Summary:
In accordance with Section 2-8 of the Mankato City Code, the City Manager is to report as soon as practicable on change orders approved under $100,000. The following is a summary of change orders to date for Improvement Project 11188; Bassett Drive Extension (BCA) Project.
The contractor has completed the installation of the new underground utilities and the roadway subgrade preparation. The contractor is currently in the process of installing the aggregate base and preparing for final grading and turf establishment to be completed by the end of the month.
As part of the construction to date, the following change orders have been identified:
Change Order 1
During construction, the Engineer, in coordination with the Contractor, determined that additional work was required to repair unforeseen existing agricultural field tile in two locations crossing the new Bassett Drive extension. The Engineer directed that the Contractor repair and reconnect the tiles to maintain drainage within the existing system. The tile lines were replaced with the full width of the new roadway, with the connections placed beyond the back of the new curb. Additionally, the tile lines were located with GPS equipment to document their location for record purposes. The value of the work is $5,920.20 and 100% will be billed to the benefiting property owners in accordance with the approved cost participation policy.
Change Order 2
The Engineer, in coordination with Public Works Staff, the BCA, Blue Earth County, and the Contractor, has determined that a contract extension is necessary in the best interest of the project. The Engineer has directed that the project completion date for the final concrete and roadway surfacing work be extended to the summer of 2026. This is to allow for the BCA project to utilize the aggregate base course as a temporary roadway for the initial phases of construction of the State of Minnesota Bureau of Criminal Apprehension (BCA) building. Access along the new Bassett Drive will be limited to construction and emergency services traffic only and the Contractor will be responsible for all permitting inspections, roadway maintenance, and snow removal until completion in summer 2026. The value of the work is $19,700.00 and 100% of all costs associated with this change order will be paid for by the State of Minnesota.
