Resolution approving the Final Plat review of Mankato West High School Subdivision (1351 South Riverfront Drive); by request of Mankato Area Public Schools.

Recommendation/Action(s):

At the November 19, 2025, meeting, the Planning Commission recommended approval of the amended preliminary and final plat.

Summary:

Mankato Area Public Schools is requesting approval of an amended preliminary plat and the final plat for the Mankato West Subdivision. The original preliminary plat was approved by the City Council on September 8, 2025. This updated request reflects changes made in response to the original conditions of approval and includes the addition of a new outlot.

As part of the original approval, the applicant was required to be a willing petitioner for any future intersection improvements on adjacent roads. A cross-access agreement was also required with the adjacent YMCA property. Additionally, the applicant was to grant the City easements for existing storm and sanitary lines located between Riverfront Drive and Pleasant Street.

The revised plat continues to include two blocks—Block 1 and Block 2—each with one lot. A new outlot, Outlot A, has been added to the plat.

Lot 1, Block 1 remains unchanged from the original approval. It includes the high school building, parking areas, and athletic facilities, and covers 24.96 acres. This lot is located between South Riverfront Drive and West Pleasant Street.

 

Lot 1, Block 2 is located south of West Pleasant Street and includes parking and athletic fields. The size of this lot has been reduced from 24.21 acres to 6.96 acres due to the removal of wetland areas.

Outlot A is a newly designated 17.25-acre area that includes wetlands and receives public stormwater. It has been created to reflect the drainage function of this portion of the site.

The applicant will dedicate the northern portion of the property as South Riverfront Drive. This dedication will relocate the property line to the south of the existing sidewalk, which is currently located within an easement. In addition, a small triangular parcel along Stoltman Road will be dedicated to the public.

Although no specific intersection improvements are proposed at this time, nearby intersections have been studied in previous transportation plans. The applicant has agreed to remain a willing petitioner for any future improvements that may be proposed.

Access to the site will continue to be provided from Riverfront Drive, Stoltzman Road, and Pleasant Street. A shared access agreement with the YMCA will be required to formalize cross-access. Any new or modified access points will be subject to review and approval by the Minnesota Department of Transportation, Blue Earth County, and the City of Mankato.

The amended plat clarifies the location and ownership of public and private utility easements throughout the site.

Lot 1, Block 1 contains a City sanitary line on the west side of the parcel. A new 30-foot private easement between the City and the school will be established over this line. A second City sanitary line runs under the tennis courts in the central portion of the site. This line is approximately 21 feet deep and will also be covered by a 30-foot private easement.

Several City storm lines are located on the east side of Lot 1, Block 1 near Stoltzman Road. These lines are not currently within easements, so new 20-foot private easements will be established to cover each of these locations.

Lot 1, Block 2 and the newly created Outlot A contain areas that receive public drainage, including a City storm line and structure. A private easement between the City and the school will be established to address this infrastructure.
