Report on project, Contract Amendment and Change Order 4 for Capital Improvement Project 11188; Bassett Drive Extension (BCA) Project.

Summary:
In accordance with Mankato City Code Sec. 2-8, the City Manager is to report as soon as practicable on change orders approved under $100,000. The following is a summary of change orders and contract amendments to date for Capital Improvement Project 11188; Bassett Drive Extension (BCA) Project.
All construction work associated with the roadway extension is complete for the season. The extension of Bassett Drive is closed to the public and the aggregate roadway is currently serving as the construction and emergency access for the ongoing construction at the new BCA project site. As part of the anticipated final completion this summer 2026, which will consist of the completion of all roadway, sidewalk and trail paving, street lighting and final turf restoration, the following change order was identified.
Change Order 4: During bidding, it was unknown where the electrical service connection was going to be located for the new street lighting service cabinet. Now that construction has commenced, the final electrical service location has been confirmed and coordinated with XCEL. The new electrical service is required to provide power to the new street lighting system along Bassett Drive and the engineer has directed that this work to be completed under the contract.
Previous Change Orders 1 and 2 were reported to the Council on October 14, 2025, and Change Order 3 was reported on November 24, 2025.
The total of all change orders to date is $53,110.20. The value of the work for change order 4 is $22,990.00 and 100% of all costs associated with this change will be paid by the State of Minnesota and Blue Earth County in accordance with the Subdivision Agreement.
In conjunction with the previously approved Change Order 2, which extended the final contract completion date to the summer of 2026, it was determined that an amendment was necessary for the professional services contract with ISG for construction services. The amendment is to enable ISG to provide additional construction administration services through winter 2025 and the extended 2026 construction season. The value of the amendment is $5,500.00 and 100% of all costs associated with this amendment will be paid by the State of Minnesota.
