Construction Services staff recommend installing a STOP (R1?1) sign on the westbound approach of Spruce Street at the intersection of 1st Avenue and Spruce Street. The sign will be mounted on a new support to ensure proper placement and visibility. This recommendation responds to citizen concerns about limited sight distance and lack of intersection control. Staff’s review confirmed that sight lines at this intersection are restricted and further complicated by direct access points to and from 1st Avenue and Spruce Street. Installing a STOP sign on the Spruce Street approach will align with existing controls on other minor approaches to 1st Avenue (including Spruce from the opposite direction), reinforcing 1st Avenue as the through street. This change promotes consistency, meets driver expectations, and improves safety—particularly given the limited visibility between conflicting movements.
