Construction Services staff recommend adding a NO OUTLET (W14?2a) sign to the existing street name sign assembly at the NE quadrant of the intersection of 1st Avenue and 3rd Avenue. The sign should be mounted below the 1st Avenue plaque on the current assembly if feasible; otherwise, a new support will be installed to ensure proper placement and visibility.  Back-to-back signs should be provided so that the sign is visible from both approach directions along 3^rd Avenue (arrow orientation as appropriate). This recommendation addresses concerns raised by local business regarding large commercial vehicles entering 1st Avenue and then needing to back out after discovering it is a no-outlet street. Due to the roadway alignment, drivers cannot see that 1st Avenue has no outlet until they are fully committed, creating operational and safety issues when backing out along the street.
