Site Plan Review Comments

The Site Plan and Traffic Advisory Committee reviewed the information at their January 13, 2026 meeting and provided the following comments. The applicant's subsequent responses are also included in italics. 
  1. The applicant shall provide a hydrant coverage map. Response: Hydrant coverage map has been created and submitted with this response.
  2. The applicant shall be advised that the property will retain the 1831 Premier Dr address. Response: Noted
  3. The applicant shall be advised that when Premier Drive is reconstructed at some point in the future, the property owner shall be a willing petitioner to a connection to the sidewalk system, at such time that the road and trail system is constructed. Response: Noted. Blaze CU finds this acceptable. Plans now show that a sidewalk connection to a future sidewalk along Premier is possible.
  4. Removed boulevard trees shall be replaced at 2:1 ratio. Response: Noted. Landscape Plan sheet L1-1 has been updated to include 4 additional trees.
  5. Removal “Demolition” and Site Plan shall be updated to show proposed work for new water and sanitary sewer services.  The survey limits along the west side of Premier Drive shall be extended to account for full limits of proposed work, specifically the existing concrete sidewalk on the west side of Premier Drive. Response: Noted. Sheets have been updated with the revised sanitary and water connections
  6. Driveway aprons shall be constructed in accordance with MnDOT Standard Plan 5-297.254.  Concrete driveway apron shall be constructed with a minimum 8” of concrete on 6” aggregate base.Response: MnDOT driveway apron details has been added to the civil details sheet C8-1. Detail shows the pavement section noted.
  7. Concrete sidewalk connection to existing trail shall be constructed at minimum 5” of concrete.Response: Sidewalk connection to the trail has been removed. City noted in comment c. that a future sidewalk along Premier may be constructed. A sidewalk connection to that sidewalk is preferred.
  8. Wet tap will be required for new 6” water service.  Applicant shall consider connection to the existing watermain lateral stubbed in Premier Drive. City As Built records are enclosed and indicate stub is a 6” lateral.  Any unused stubs will be required to be abandoned to the city main. Water service pipe material shall be per city standard within right of way. Response: Noted. Plan has been updated to use existing water stub and wet tap 2” domestic service next to existing stub
  9. Applicant shall consider connection to the existing sanitary sewer service stubbed in Premier Drive as shown in the enclosed As Built record drawings. The applicant shall coordinate with City Public Works to confirm final location. Any unused stubs shall be required to be abandoned to the city main. Response: Noted. The plan has been updated to use the sanitary stub.
  10. Utility locating wires shall be installed on all non-conductive sanitary, storm and water lines in accordance with the Minnesota Rural Water Association tracer wire specifications and details. Response: Noted. A note has been added to sheet C4-1 & C4-2
  11. The applicant shall be aware that storm manholes (STMH 3 and STMH 2) appear to fall within the curb line with circular castings. Response: Noted. Plans have been revised. 
  12. The applicant shall provide the final geotechnical report. The applicant shall be aware that the Geotech report date xx/xx/xx is missing on pavement sections. Response: We have recently obtained a draft soils report. Included in this submittal is the draft report and a stormwater narrative. A final report will be submitted to the City as soon as it’s available and certainly before the Permit submittal.
  13. Proposed work within right of way of Premier Drive will be expected to match existing, including, but not limited to, roadway pavement section and concrete sidewalk. Response: Noted. 
  14. The applicant shall be advised that the proposed concrete curb and gutter shall not wrap around the driveway aprons. Staff recommends that the applicant use the existing Fleet Farm aprons along Premier Drive for reference. Response: Driveway aprons have been redesigned to match the MnDOT details noted in Comment f. of this City comment list.
  15. The applicant shall provide revised parking stall depths that conform with City Code/Standard plates. Response: Plans have been updated to match the standard plate.
  16. Proposed sidewalk connection to the existing trail on the east side of the site shall require a Work Within Right of Way permit from MnDOT. Applicant shall coordinate with MnDOT to determine feasibility of the proposed tie-in. Response: The sidewalk connection to the MnDOT trail has been removed from our plans.
  17. SWPPP lacks appropriate BMPs “inlet protection” for inlets along Premier Drive adjacent to site. Response: Inlet protection at the catch basins in Premier Drive have been added to the SWPPP sheet C3-2.
  18. A pond skimmer style grate must be used on the basin outlet structure in lieu of the proposed beehive style. Response: That is our standard catch basin for Biofiltration Basins with underdrains. This is not a pond with standing water.
  19. In compliance with the NPDES CSWP, an approved pretreatment device or mechanism upgradient of the stormwater BMP must be incorporated. Response: The two structures CBMH 4 & CBMH 7 both are sump catch basins per previous submittal. Have added SNOUTS to both catch basins as well.
  20. Basin underdrain must encourage positive drainage; 0.10% grade or greater. Response: The draintile has been switched to have a 0.10% slope
  21. The applicant shall provide documentation or justification for the proposed 1.0 in/hr exfiltration. Response: The basin filter media is a sand mix. Have switched the infiltration rate to 0.8 in/hr to be conservate and match the poorly graded sand mix to meat MPCA infiltration rates. This is the rate the water will travel through the media to the drain tile.
  22. A designated Emergency Overflow shall be designed for the BMP. Response: plans have been updated to have a 1002.5 EOF on the east side
  23. The applicant shall coordinate with City Staff regarding applicability of the Roof drain connection detailed in the provided plans. Response: Noted. Blaze buildings us down spouts that are either dumped to grade or brought below ground and connected to storm sewer. The storm sewer on the site has been sized for the roof downspout connections. More detail will be provided once final location of downspouts are designed. 
  24. The applicant shall obtain a City of Mankato Right of Way permit prior to any work occurring within the City Right of Way. Response: Noted. 
  25. The applicant shall be subject to SAC and WAC connection charges. Response: Noted. 
  26. Applicant shall inform local utility operators and owners of proposed utility easement vacation. Response: Noted. 
  27. The proposed “pylon” sign is not an allowed signage type at this location. Please review the Code signage standards for the allowable standards. Response: Sign is not called ‘monument sign’ as shown on the Site Plan sheet C2-1.
  28. In addition to the photometric, the lighting cut sheets should be provided. Response: Cut sheets have been provided. 
  29. Bicycle parking, achieve Mankato City Code standards should be provided. Standard - Nonresidential uses and multiple-family dwellings having an off-street parking requirement of at least 15 and not more than 40 automobile spaces shall provide a minimum of two off-street bicycle parking spaces. Nonresidential and multiple-family dwelling uses having an off-street parking requirement of 40 or more automobile spaces shall provide off-street bicycle parking spaces equal to five percent of the total number of automobile off-street parking spaces provided. Response: Noted. This site plan is planning for 3+ bicycle parking spaces. 
  30. Exterior elevations – please provide detail on the proposed exterior finish material “M”. – horizontal siding products are typically not permitted in this district. Response: This is a 22 GA. 1” Prefinished metal flush wall panel. Cut sheet / product data sheet attached for review. We typically will use PAC-CLAD or Elevate (Firestone Building Products)   
  31. Exterior elevations – confirm the percentages of EIFS on elevations, in particular on the eastern elevation. Code allows: Stucco, or similar durable cement-based material, not to exceed 20 percent of a wall area. Response: EIFS percentages of wall area provided on Architectural sheet A3.1a.
  32. Applicant shall log into the online portal and make notification fee payments, if not already complete. Response: Noted. This has been paid. 

Review

HTG Architects, on behalf of Blaze Credit Union and with the property owner’s consent, has submitted a request for a conditional use permit to allow a drive-through with driving lanes situated between the building and the property frontage within the Highway Gateway Overlay District. The request also includes a certificate of design compliance for the construction of a new structure of approximately 6,830 square feet in the Highway Gateway Overlay District; preliminary and final plat approval for Blaze Mankato Addition; and the vacation of a portion of a 10-foot utility easement located between Lots 1 and 2, Block 2, as recorded in the plat of Mills Addition to Mankato.

The property is located at 1831 Premier Drive and is legally described as Lot 2, Block 2, and the north 132.20 feet of Lot 1, Block 2, Mills Addition to Mankato. The Blue Earth County parcel identification numbers for these parcels are R010909227005 and R010909227003.

Preliminary and Final Plat
The applicant seeks to replat two existing parcels within the Mills Addition to Mankato subdivision into a single parcel. The proposed Blaze Mankato Addition plat consists of one lot and one block, encompassing 2.44 acres. The lot meets the minimum area requirement of 10,000 square feet and the minimum street frontage requirement of 150 feet for the Highway Gateway District.

Plans indicate standard easements around the new lot. A recommended condition of approval is that the standard easement along Premier Drive be expanded from 10 feet to 15 feet to accommodate a future sidewalk and/or a private easement be provided to accommodate the installation of the sidewalk.

Utilities will be provided through existing connections along Premier Drive, and a private stormwater pond will be located on the site.

Payment in lieu of parkland dedication is not required because the parcel was previously platted.

Vacation
The request includes vacating an existing private utility easement located between the underlying lots. The 10-foot easement must be vacated to allow construction of the new building over this area. Standard easements along the eastern and western property boundaries will remain.

Conditional Use Permit and Certificate of Design Compliance
Blaze Credit Union proposes constructing a new branch office and contact center to provide financial services to existing and prospective members. Although the final employment count is not yet determined, the branch is expected to create 10 to 30 jobs, including both part-time and full-time positions.

The property lies within the Highway Gateway Overlay District, which promotes high-quality design at major city entryways to create a positive first impression and establish a distinctive image for Mankato. Gateway standards allow drive-through facilities with lanes between the building and property frontage by conditional use permit, provided landscaping is installed between the property line and the drive-through per subsection (5)b. Accordingly, the applicant seeks a conditional use permit for a drive-through on the eastern side of the structure. Additionally, all construction within the district requires a certificate of design compliance.

Site plans show a 5,050-square-foot credit union building with an attached 1,780-square-foot contact center, centrally located on the combined parcels. The building placement meets the interior lot gateway setback requirements of a minimum of 15 feet and a maximum of 150 feet from the right-of-way on both frontages. The site also meets the required 15-foot setback for surface parking and drive aisles. Side and rear yard setbacks of three feet for parking surfaces and six feet for the building comply with district standards. The structures do not exceed the allowable 75 percent lot coverage.

Two access points from Premier Drive are proposed. A traffic analysis reviewed trip generation, site operations, and area impacts. The site is projected to generate approximately 51 trips during the a.m. peak hour, 113 trips during the p.m. peak hour, and 610 daily trips. Peak hours for the development (8:30–9:30 a.m. and 4:00–5:00 p.m.) align closely with adjacent roadway peak periods.

Traffic data indicate Premier Drive is a three-lane roadway with a planning capacity of approximately 15,000 vehicles per day (vpd). Current volumes range from 2,600 to 4,000 vpd. Victory Drive and Highway 22, both four-lane divided roadways, have capacities exceeding 28,000 vpd, with current volumes of 9,100 vpd and 17,200 vpd, respectively. These figures show area roadways operate well below capacity. The proposed development is expected to generate 500–700 daily trips, which will distribute along Premier Drive and connect to Victory Drive and Highway 22. Even with this additional traffic, adjacent roadways will remain under capacity. Peak-hour site trips equate to one or two additional vehicles per minute along Premier Drive, which will not significantly affect corridor or intersection operations. No infrastructure improvements are required to support the development. The traffic memo also confirms adequate drive-through stacking, circulation, and parking, and recommends reviewing signage, landscaping, and truck maneuverability—conditions incorporated into the approval.

Utility plans show service connections from Premier Drive and a private bio-filtration stormwater pond on the northern side of the site.

The site complies with Mankato City Code parking standards. Fifty-seven parking stalls (18.5 feet by 9 feet) are provided, exceeding the required 36 stalls. Banks require one space per 250 square feet, necessitating 27 stalls for the credit union. Drive-through facilities require three stacking spaces per lane; three lanes are proposed, requiring nine stacking stalls. Plans also include a bypass lane east of the drive-through lanes. The design ensures drive-through traffic does not obstruct other traffic lanes or parking areas, meeting Code standards. Bicycle parking is provided near the building entrance.

A dumpster enclosure on the western side of the building meets Code requirements and uses finishes consistent with the primary structure. Screening for exterior mechanical equipment is also provided.

Gateway standards require a pedestrian walkway from any public sidewalk or trail in the adjacent right-of-way to the building entrance. The applicant evaluated a connection to the eastern trail but found it unsuitable due to alignment, grade, and the need to cross all four drive-through lanes. Instead, a continuous sidewalk along Premier Drive’s east side is recommended, with curb cuts for both the Credit Union and Contact Center and a mid-block crossing to the west-side sidewalk. This crossing will remain until a future project completes the eastern sidewalk. A condition of approval addresses this requirement.

Floor plans show a lobby, teller stations, offices, and accessory spaces typical of a financial institution in the Credit Union portion, with offices, restrooms, a lounge, and accessory spaces in the Contact Center.

All buildings in the Highway Gateway Overlay District must meet exterior finish standards. Proposed elevations include face brick, stone, EIFS, glass/glazing systems, metal panels on the canopy gable, and standing seam and asphalt roofing. Permitted materials include face brick, stone, glass, and limited EIFS (no more than 20 percent of wall area). Adjustments are needed on the eastern canopy elevation to meet standards; a condition addresses this requirement.

The landscaping plan includes shade trees, coniferous trees, and shrubs. Gateway standards require screening of drive-through lanes on frontages with a wall, fence, or hedge 4–8 feet high and at least 80 percent opaque. Minor modifications are needed to extend landscaping along the entire drive-through frontage; a condition addresses this requirement.

The photometric plan may require minor adjustments to meet the Code limit of 0.5 foot-candle at property lines. Lighting cut sheets confirm compliance with full-cut, fully shielded fixture requirements.

Sign permits will be required before installation, and all signage must comply with Code standards. Plans show two monument signs—one on each side of the property—and wall signs on building elevations.

Findings

Staff respectfully submits the following findings for consideration.  

Preliminary and Final Plat
  1. General Requirements
    1. The site is designed in conformance with the existing location and widths of streets, the general drainage situation, lot sizes and arrangement. 
    2. A drainage study/stormwater management plan was submitted and is in compliance with the City drainage requirements. 
  2. Streets
    1. The street right-of-way widths conform to the standards listed in Chapter 10 of Mankato City Code. 
  3. Easements
    1. The preliminary plat provides standard easements required in Chapter 10 of the Mankato City Code, and a condition of approval includes that the easement width along Premier Drive be increased to accommodate the installation of a sidewalk. 
  4. Block Standards
    1. The blocks within the subdivision were designed around the existing corridors. 
  5. Lot Standards
    1.  The lots are designed in conformance with the standards set forth in Chapter 10. 
  6. Public Sites and Open Spaces
    1. The applicant will not be making a payment in lieu of parkland dedication because the site was previously platted. 
Staff respectfully submits the following findings for the requested Easement Vacation: 
  1. There are no known utilities located within the proposed vacation area. 
  2. The proposed easement vacation area preserves the dedicated standard easements along the western and eastern property boundaries, as required. 
  3. The proposed vacation is necessary for the development of the subject parcel. 
Staff respectfully submits the following findings for the Conditional Use Permit and the Certificate of Design Compliance: 
  1. The request is in keeping with the comprehensive planning policies of the City as the underlying land use plan identifies this parcel as "commercial." 
  2. The proposal does not interfere with or diminish the use of property in the immediate vicinity. The property is bordered on all side by commercially zoned lands. 
  3. The proposal is currently served by public facilities and services and will continue to be. 
  4. The proposal does not cause undue traffic congestion as the submission conforms to Mankato City Code criteria for off-street parking and driving areas. The applicant has provided a traffic analysis that demonstrates no significant issues with respect to trip generation, site operations and overall traffic impact to the area. 
  5. There are no known historical or architectural resources on the site. 
  6. There are no known natural or environmental features on the site. 
  7. It will not cause a negative cumulative effect and effect on the City as a whole.
  8. The proposal will not jeopardize the public's health, safety, or general welfare. 
  9. The property is located in the Highway Gateway Overlay District and the proposed value of the project exceeds $500,000, which, by Mankato City Code Chapter 10, requires a review of the Planning Commission and City Council.
  10. The building elevations conform to the guidelines of the Highway Gateway Overlay District. The proposed addition has exterior finishes including brick, stone, EIFS, glass and metal. All sides of the building visible to the public will be treated consistently with quality materials and finishes.  

Recommendation

Staff recommends approval of the preliminary plat with the following condition: 
  1. The easement along Premier Drive (the western side of the subject lot) be expanded to15' and/or a private easement be provided to accommodate the installation of the sidewalk. 
Based on conformance with the recommended conditions of the preliminary plat, staff recommends approval of the Blaze Mankato Addition Subdivision final plat. 

Staff recommends approval of the vacation of the easement. 

Staff recommends approval of the conditional use permit and the certificate of design compliance with the following recommendations: 
  1. The applicant shall provide a truck maneuverability plan to ensure adequate circulation is provided throughout the site. 
  2. Prior to the fabrication or installation of any signage, the applicant shall obtain sign permits, at which time sight distance triangles will be confirmed and verified. 
  3. The applicant shall provide a continuous sidewalk along the east side of Premier Drive on the subject property. A temporary, mid-block pedestrian crossing should be provided, and will remain as an interim condition until a future connection of the sidewalk on both ends occurs in the future. An alternative would be to provide a direct connection to the adjacent trail. 
  4. All elevations shall be evaluated and adjusted as necessary to achieve the exterior building material standards in the gateway district at the time of building permit submission. 
  5. A landscaping plan achieving the standards in the Mankato City Code shall be provided at the time of building permit submission. 
  6. Applicant shall provide a photometric plan that demonstrates conformance to Mankato City Code standards. 
  7. All light fixtures shall achieve Mankato City standards including, but not limited to, full-cut, fully shielded style fixtures.
