City Council Regular Meeting
Meeting Date:
02/23/2026

Agenda Item:

Resolution authorizing participation in the Minnesota First Responder AED Project and execution of documents necessary to receive Automated External Defibrillators (AEDs) for Public Safety operations.

Recommendation/Action(s):

Adoption of the attached resolution.

Summary:

The Center for Resuscitation Medicine at the University of Minnesota, through funding provided by The Leona M. and Harry B. Helmsley Charitable Trust, is administering the Minnesota First Responder AED Project to equip first responder agencies across Minnesota with updated Automated External Defibrillators (AEDs) to improve cardiac arrest survival outcomes.

The project provides Stryker CR2 AED units and includes an eight-year service and support plan, replacement supplies following device use, and equipment management tools at no cost to participating agencies. Participation requires agencies to accept AED units for all eligible vehicles and facilities to ensure consistent deployment and comprehensive equipment support.

The Mankato Department of Public Safety intends to participate in the program to replace existing AED equipment and outfit all frontline response vehicles and facilities. The proposed distribution includes:
  • 41 AED units for police vehicles
  • 13 AED units for fire vehicles
  • 2 AED units for the Public Safety Center
Participation will improve cardiac arrest response capability, standardize equipment across police and fire operations, and reduce long-term replacement and maintenance costs associated with existing devices.

Adoption of the resolution authorizes execution of documents necessary for participation and acceptance of equipment through the program.
