Resolution to execute a Joint Powers Contract with MnDOT on behalf of Mankato/North Mankato Area Planning Organization (MAPO) for a Highway 14 Corridor Study.

Recommendation/Action(s):

Adoption of the attached resolution.

Summary:

The City of Mankato agreed to perform “Administrative Services” for the Mankato/North Mankato Area Planning Organization (MAPO) on October 7, 2020, to include financial administration.

MAPO is conducting a two-year study in partnership with MnDOT, who are providing financial support for the project.

The Joint Powers Contract is currently under review by the City Attorney. The resolution authorizes the City Manager to execute a Joint Powers Contract with MnDOT on behalf of MAPO.

Scope of Work: US 14 Mankato/North Mankato Scoping and Alternatives Analysis
Study the U.S. Highway 14 corridor from Lookout Drive in North Mankato to County State Aid Highway (CSAH) 12 in Mankato. The study will consider additional supportive infrastructure needs along the highway corridor, including evaluation of the following aspects:
  • Need for capacity improvements or other traffic flow improvements.
  • Identify opportunities to improve bicycle and pedestrian connections.
  • Determine the best options for the US 169 interchange; Ramp terminals at Lor Ray Drive and Commerce Drive in North Mankato; and Victory Drive, Raintree Road, and Highway 22 in Mankato.
     
The Mankato area has experienced growth since the US 14 Mankato bypass was completed in 1976, especially with the increase of industrial and warehousing operations concentrating along the US 14 corridor. MnDOT anticipates needing to make bridge replacements in the 2030s based upon current conditions. This analysis will inform how the corridor could be rebuilt to position the highway and surrounding infrastructure to support continued growth in the region’s future.
