Motion approving easement on Capital Improvement Project 11194; Dolph Reservoir Access Road.

Motion approving attached easement.
Summary:
CIP Number 11194 – Dolph Reservoir Access Road is proposed to be improved in the 2026 construction season. Since the access road improvements are relatively small in size, this project has been combined with 2026 Resurfacing (CIP #11193) to leverage competitive bid unit prices. Dolph Reservoir is a 3-million-gallon water holding tank located off of Val Imm Drive near the Minnesota State University Mankato campus. The reservoir has an access road approximately 350 feet in length which City staff utilizes to access the reservoir for routine maintenance and data collection.
Staff have been coordinating with the City Attorney and representatives from Minnesota State University Mankato, and recommend approval of the attached Roadway Maintenance, Utility, and Access Easement to provide an easement over the access road. The approved easement would be sent to Minnesota State University Mankato for final signatures, and ultimately filed with the Blue Earth County recorders office.
