Resolution authorizing the City Manager to enter into a Local Bridge Replacement Program (LBRP) Grant Agreement for MnDOT Project SP 5212-35 (169), Veteran's Memorial Bridge Rehabilitation project.

Recommendation/Action(s):

Adoption of the attached resolution.

Summary:

At the December 1, 2025, City Council meeting, the Council approved entering into a Cooperative Agreement with MnDOT for the proposed improvements to the Veteran’s Bridge. The Cooperative Agreement summarizes how the project will be managed and the cost share for all three entities consisting of MnDOT, City of Mankato and City of North Mankato. The approved agreement estimated the total obligation for the City of Mankato at $8,782,087.45 but stated that the cost still needed to be updated based on the low bid amount awarded. MnDOT has since completed this update and the revised City of Mankato obligation based on the low bid amount from Ames Construction has been reduced to $6,368,032.59 as shown in the attached Revised Schedule I.
 
Furthermore, within the Revised Schedule it references a total Federal Aid commitment of $4,631,602.78, which leaves a remaining Non-Federal Aid (local match) of $1,736,429.81.  It is important to note that in Section 6.2. E. of the Cooperative Agreement it states that a Local Bridge Replacement Program Grant has been awarded to the City to be applied to the City of Mankato’s local share. Originally, the LBRP Grant was approved for an amount not to exceed $1,433,415.12, but it was noted that the final amount will be capped based on the low bid amount awarded for the eligible items. As part of the preparation of the Revised Schedule I MnDOT has confirmed that the final LBRP Grant to the City of Mankato will be in the amount of $1,039,124.90. Resultantly, the final estimated cost for the City of Mankato after taking into account the Federal Aid and Grant dollars is $697,304.91. This amount is reduced from the amount estimated back in December of $960,571.09.
 
The proposed funding source for the local City share is the surface transportation debt service. Additionally, while not specifically defined in the MnDOT Cost Participation, the capacity of the debt service does allow for the budgeting of a 10% contingency consistent with other City of Mankato improvement projects.
 
In order for the City to formally receive the LBRP grant funding the City of Mankato is required to enter into the attached LBRP Grant Agreement No. 1061718. Construction Services Staff is recommending the Council consider the attached Resolution authorizing the City’s acceptance of a LBRP Grant for purposes of the Veteran’s Memorial Bridge Rehabilitation project.
