Resolution ordering preparation of feasibility report for Capital Improvement Project; 11189 Trunk Hwy 169 Utility Improvements.
Recommendation/Action(s):
Adoption of the attached resolution.
Summary:
The Minnesota Department of Transportation (MnDOT) is the lead agency executing the Trunk Highway (TH) 169 Revitalization Project from Belgrade Avenue (Veterans Bridge) to 0.6 miles north of TH 14. As part of the improvements, the City will be improving locally owned underground utilities and roadways beneath and adjacent to TH 169. The Construction Services department is in the planning stages for the improvements and is requesting authorization from the Council to prepare a feasibility report. Final plans for local City improvements are due to MnDOT in July 2026 and construction is expected to begin in spring 2027. Small utility relocations (gas, electric, cable, etc.) are expected to occur during the 2026 construction season to maximize the duration of the 2027 construction season.
The proposed improvements include:
The feasibility report provides the background of the project, the proposed improvements, the cost of the improvements and the method and amount of proposed special assessments. Approximate schedules of the projects will be provided in the feasibility report. Construction is planned for 2027.
After the feasibility report is complete, a Call for Hearing will be requested for Council review and decision on the project. The preliminary special assessments will be discussed at the improvement hearing and the report will be received by the Council during the hearing. This is the basis of information to provide the Council with information to consider the project. The hearing allows all interested people to provide testimony to the council on the project for council deliberations prior to ordering the project.
The proposed improvements include:
- Reconstruction of TH 169 from Belgrade Avenue to W Lind Street.
- Mill and overlay of TH 169 from W Lind Street to 0.6 miles north of TH 14
- Construction of roundabouts at the following intersections:
- TH 169 and River Lane
- TH 169 and Webster Avenue
- Construction of two pedestrian underpasses beneath TH 169
- Reconstruction of River Lane from Hiniker Parkway to N River Drive
- Reconstruction of Range Street from Webster Avenue to Butterworth Street
- Reconstruction of N River Drive from Webster Avenue to Pauley Way
- The existing Range Street corridor will be removed from Butterworth Street to W Lind Street. Hiniker Parkway (constructed in 2026) will provide local access to businesses between W Lind St and Butterworth St.
- Access to TH 169 via W Lind Street will be deleted.
