Request of Brett Skilbred for a preliminary plat review of Quarry View Addition. The subject properties are described as Lots 1-6, Block 24, Germania Park Addition; Lots 1-8, Block 8 & Lots 1-2, Block 9, Columbia Park Addition.  
 

Brett Skilbred, with permission of the property owner, is the applicant.  

The applicant is seeking a preliminary plat review of Quarry View Addition. 

The subject properties are described as Lots 1-6, Block 24, Germania Park Addition; Lots 1-8, Block 8 & Lots 1-2, Block 9, Columbia Park Addition.  

The properties are currently vacant land. 

The subject properties are zoned R-3, Limited Multiple Dwelling District. 

Vacation of a portion of Lind Street included within the proposed preliminary plat area was reviewed and recommended for approval by the Planning Commission at their February 25, 2026, meeting. The City Council is anticipated to act on this request at their March 23, 2026, meeting. 

The site contains bluff areas, and is under evaluation for wetlands. 

Brett Skilbred is seeking a preliminary plat review of Quarry View Addition. The subject properties are described as Lots 1-6, Block 24, Germania Park Addition; Lots 1-8, Block 8 & Lots 1-2, Block 9, Columbia Park Addition, and are located to the west of 8th Avenue. 

The plat consists of a one-block subdivision that contains 2 lots, Lot 1A, and Lot 1B. Lot 1A is located on the northern side of the parcel and is 1.98 acres. Lot 1B is located on the southern portion of the lot and is .98 acres. A portion of the Lind Street area located west of 8th Avenue that was recently requested for vacation is included in the plat. 

Concept plans for the 2.78 acre parcel show 11 twin-home buildings, for a total of 22 new homes.
