Resolution authorizing the City Manager to enter into a Cooperative Construction Agreement with Blue Earth County for the construction of the Capital Improvement Project 11141; 3rd Avenue (CSAH 5).
Recommendation/Action(s):
Adoption of attached resolution.
Summary:
Blue Earth County plans to improve 3rd Avenue (CSAH 5) between Riverfront Drive and Cleveland Street by installing storm sewer, box culverts, sanitary sewer, water mains, services to each property, curb and gutter, aggregate base, bituminous surfacing, sidewalks, lighting, pavement markings, and signage.
The existing infrastructure along this stretch of 3rd Avenue has reached its service life varying in age between the 1930s and 1970s. The roadway has been identified for a full reconstruction of the bituminous pavement and all underground utilities to adequately support future city and county needs. The project will be constructed in multiple phases over two construction seasons starting in 2026 and ending in 2027. The overall project will remove and replace the existing underground utilities and pavement. The proposed roadway will match the existing four-lane roadway. The existing concrete sidewalk will be replaced, and a new concrete sidewalk is proposed to be constructed along the west side of CSAH 5 from Pine Street to Cleveland Street.
The county anticipates opening bids in late April and is considering the contract for award in May. Construction is anticipated to start shortly thereafter, and major roadway reconstruction efforts are expected to focus on the south half of CSAH 5 from Riverfront Drive to Pine Street in order to allow for underground utility relocation work to occur on the north end. It is expected that construction work will continue into 2027.
The estimated overall project cost for the City of Mankato is $3,685,381.81, which includes the City Cost Participation outlined in the attached Cooperative Construction Agreement along with direct costs for construction engineering for city-owned sanitary sewer and water main infrastructure. The overall project cost, including both city and county participation, is over $10.7M.
