Resolution accepting Minnesota Department of Transportation 2025 Local Road Improvement Program Funding for Capital Improvement Project 11121; Long Street and Emerson Lane.

On November 24, 2025, the Council approved an application to the Minnesota Department of Transportation (MnDOT) for the Local Road Improvement Program (LRIP) for the Capital Improvement Project 11121; Long Street and Emerson Lane. On March 27, 2026, the City received notice that the City of Mankato was selected for an LRIP grant award for the maximum amount of $1,500,000. The LRIP is a highly competitive program, making this award a great accomplishment.
 
All successful LRIP projects are required to follow the state aid process for plans, specs, and estimates. Items eligible for LRIP funds include reasonable elements associated with roadway construction, including basic landscaping and turf establishment. Items like landscaping planters, benches, bike racks, decorative fences, ornamental lighting, and other aesthetic treatments above the standard are generally not eligible. LRIP funds are reserved for construction costs only. Other items that are not eligible include engineering, construction administration and inspection, right of way acquisition, and water main, sanitary sewer, or private utility work.
 
The estimated cost for the proposed Long Street and Emerson Lane capital improvement project is $4,100,000 with over $2,500,000 in LRIP eligible costs. The project is anticipated to be constructed in 2027. The City will be required to execute an LRIP grant agreement prior to construction. The final agreement, when ready, will be brought back before Council for approval.
