Resolution adopting the Mankato Outdoor Recreation Advertising Plan and amending the 2026 Fee Schedule to reflect new fees re advertising.

Adoption of the attached resolution.
Summary:
City staff have assessed numerous options for managing outdoor recreation advertising. During the City Council Work Session on April 6, the outdoor recreation advertising program was discussed, and the following recommendation was made by staff.
The Mankato Outdoor Recreation Advertising Plan proposes City staff sell advertisements on outdoor park facilities that serve the community. These facilities, considered to be Tier 2 facilities, include softball fields, baseball fields, tennis courts and pickleball courts. Tier 2 facilities currently include the following locations:
Not included in this list are Tier 1 facilities, which include secure facilities and those with long-term lease agreements.
As prescribed in the plan, staff will sell advertisements to be sized based on fence dimensions for 3-year terms. These terms would be eligible for a 25% discount when four or more signs are purchased at one time. Advertisers would receive the first right of refusal to re-purchase at the end of their term. The proposed fees for 2026 are the following:
The advertising plan establishes clear policies and advertising prices will be listed in the Mankato fee schedule.
Staff recommends adoption of the attached resolution authorizing the City Manager to execute the advertising program as presented and updating the 2026 fee schedule to reflect the newly created fees.
