Title

Request of Brett Skilbred for an amended preliminary plat and final plat review of Quarry View Addition. The subject properties are described as Lots 1-6, Block 24, Germania Park Addition; Lots 1-8, Block 8 & Lots 1-2, Block 9, Columbia Park Addition; and the vacated portion of Lind Street.

The subject properties are described as Lots 1-6, Block 24, Germania Park Addition; Lots 1-8, Block 8 & Lots 1-2, Block 9, Columbia Park Addition; and all that part of Lind Street located west of 8th Avenue and between Block 8 & 9, Columbia Park Addition.

Existing Land Use

The properties are currently vacant land.

Zoning

The subject properties are zoned R-3, Limited Multiple Dwelling District.

The subject property in question was recently reviewed for multiple Planning & Zoning Approval Items:

Vacation of a portion of Lind Street included within the proposed preliminary plat area was reviewed and recommended for approval by the Planning Commission at their February 25, 2026, meeting. The City Council approved this request at their March 23, 2026, meeting. 

Review of a Preliminary Plat of the subject property, known as Quarry View Addition, was reviewed and recommended for approval by the Planning Commission at their March, 25, 2026, meeting. The City Council is anticipated to act on this request at their April 11, 2026, meeting. This Preliminary Plat is now proposed to be amended as part of this request. 

Environmentally Sensitive Areas

The site contains bluff areas (area exceeding 17.6% slope). Proposed Preliminary Plat displays pit wall & 10' bluff setback. 
A recent evaluation determined there are no wetlands on site. 

Public Utilities

Public utilities will be available to the subject property following completion of the Germania Park Phase 5 Capital Improvement Program (CIP) projects.

Mankato City Code Chapter 10, Article II, Division 5 provides the R-3 Limited Muliple Dwelling District standards:

Site Plan Review Comments

The Site Plan and Traffic Committee reviewed the request at their April 14th, 2026 meeting and the following comments were provided. The applicant and their contracted firm subsequently replied, as shown in the italics:
  1. The applicant shall provide clarity if these units are going to be townhomes or two-family dwellings. The applicant shall be aware of the differences between a two-family dwelling and a town home. As presented on the plat, it would be a two-unit townhome because of the separate services. Brett Skilbred: These lots are intended for two-unit townhomes. Bolton & Menk: We would like them consider “Two-Family” (single family attached dwellings) Dwellings in the R-3 Zone.
  2. The applicant shall verify, at the time of building permit application, that the sanitary lift station located at 2002 8th Avenue has sufficient capacity to accommodate the increased sewage flow from the proposed development. Brett Skilbred: Noted. Bolton & Menk: This will need to be reviewed by engineering.
  3. The applicant shall incorporate into the civil plans an increase in capacity for the existing drainage basin located south of the intersection of 8th Avenue and Harper Street. This requirement shall be addressed at the time of building permit application. Brett Skilbred: Noted. Bolton & Menk: Agreed.
  4. Applicant shall provide updated Preliminary & Final Plat documents:
    1. Final Plat shall include an Examiner of Titles signature line. Brett Skilbred: Noted. Bolton & Menk: The “Registrar of Titles” will be added to the final plat. See attached pdf.
    2. All plats shall be updated to include required standard easements along the full extent of property boundaries and lot lines, including extensions through the bluff area. The applicant shall extend the side yard utility easement to the rear of Lots 7, 8, 9A, 9B, 10, 11, and 12, and shall also provide rear lot utility easements along the rear of these same lots. Brett Skilbred: Noted. Bolton & Menk: The easements on Lots 7, 8, 9A, 9B, 10, 11, and 12, were not included due to the bluff line on the property. The rear of the property will not accommodate placement of utilities due to the slope, so the easements were not platted. This is consistent with other area of town that have steep slopes.
    3. Plats shall be updated to display the bluff line across the preliminary plat in a consistent manner. Future site plans shall depict bluff line and required setbacks. Brett Skilbred: Noted. Bolton & Menk: Bluff lines are not allowed on the Final Plat by Minnesota Statute.
    4. Provide updated plats with correct Zoning Code references. Brett Skilbred: Noted. Bolton & Menk: Need clarification on this item. What is not listed correctly.
  5. Applicant shall coordinate with the City Engineer for proposed drainage improvements within the Public ROW. Brett Skilbred: Noted. Bolton & Menk: Agreed.
  6. Applicant shall be aware that the proposed open space, if intended to remain as open space, shall be designated as an out lot. Brett Skilbred: Noted. Bolton & Menk: Agreed.
  7. The applicant shall be aware that a sealed well is located on the site, and any future development should take care not to significantly disturb the well during construction. If improvements are proposed for the sealed well area, the applicant must work with Blue Earth County to determine the steps that must be taken. Brett Skilbred: Noted. Bolton & Menk: Agreed.
  8. Safety fencing shall be installed along the property boundary with the quarry. Applicant shall provide a plan demonstrating the proposed fence installation. Brett Skilbred: Noted and will be addressed at the time of building permit application. Bolton & Menk: Agreed.
  9. The applicant shall provide an access easement agreement to be recorded on the property in conjunction with the plat for the portion of the Cleveland Street quarry access road that encroaches into the proposed Lot 1, Block 1. Brett Skilbred: Noted. Bolton & Menk: Agreed.
  10. Applicant shall address Blue Earth County’s comments as stated below:
    1. The applicant shall be aware that the plat will create a residue COT and that Blue Earth County should have a directive that comes in with the plat.  Brett Skilbred: Noted, but it's unclear where this is and why.
    2. Applicant shall check bearing and distances against adjacent plats.
      1. Explain reason for 0.10' jog on W line of Blk 1. Brett Skilbred: Noted. Bolton & Menk: Due to the proration of the blocks and the vacation of the road, this creates a jog.
      2. E line of Blk 1 is 865.93, but the sum of E line of lots + Lind St in Columbia/Germania Park plats is 861.5'. Explain discrepancy. Brett Skilbred: Noted. Bolton & Menk: We prepared a boundary survey of the subject property. Due to the existing monuments in place the block was prorated using proper survey standards.
    3. Plat indicates that part of Lind Street is vacated - If vacated, please provide recorded doc number or document for verification. Brett Skilbred: Noted. Bolton & Menk: Once approved by the City, they should record the vacation. 
      1. Applicant shall record Vacation of Lind Street prior to approval of the amended Preliminary Plat & Final Plat.  Brett Skilbred: Noted. Bolton & Menk: Agreed.
  11. The proposed project shall remain subject to the Council Approved conditions associated with Vacation of the Lind Street ROW.
    1. Applicant shall coordinate with City Staff to address all pre-submittal comments provided to the applicant. The applicant shall address these comments prior to, or in tandem with, submission of future zoning request applications. Brett Skilbred: Noted. Bolton & Menk: Agreed.
    2. The requested ROW Vacation shall not be recorded until such time as there is an agreement between any utility provider and the applicant regarding dedication of a utility easement, or until a documented, definitive pathway to relocation of the utilities has been provided to City Staff. Brett Skilbred: Noted. Bolton & Menk: Agreed.
    3. The applicant shall be a willing grantor of any necessary easement in order to maintain or relocate the existing utility infrastructure located within the right-of-way area. The location and size of the easement shall be at the discretion of the applicable utility. Brett Skilbred: Noted. Bolton & Menk: Agreed.
    4. The applicant/property owner shall be responsible for any and all costs associated with re-routing the existing infrastructure to a location that is acceptable to the utility company. Brett Skilbred: Noted. Bolton & Menk: Agreed.
    5. The applicant shall receive sign-off from all relevant utilities companies and provide proof of signature to City Staff prior to recording the vacation with Blue Earth County. Brett Skilbred: Noted. Bolton & Menk: Agreed.
  12. Proposed Amended Preliminary Plat shall remain subject to the conditions associated with the preliminary plat.
    1. The final plat submission shall reflect easements around the subject site in conformance with the Mankato City Code. Brett Skilbred: Noted. Bolton & Menk: Agreed.
    2. The applicant shall enter into a subdivider's agreement for any public improvements or improvements located in the public right of way.  Brett Skilbred: Noted. Bolton & Menk: Agreed.
    3. The applicant shall provide updated drainage and utility plans conforming to engineering standards and other applicable standards.  Brett Skilbred: Noted. Bolton & Menk: Agreed.
    4. The applicant will be required to obtain a conditional use permit for any impacts to environmentally sensitive areas. Brett Skilbred: Noted. Bolton & Menk: Agreed.
    5. Water and sewer connection fees shall be charged based on the City of Mankato assessment policy and fee schedule. Brett Skilbred: Please provide referenced policy and fee schedule. Bolton & Menk: Agreed.
    6. The applicant shall provide supporting hydraulic modeling for the stormwater BMP at the end of 8th Avenue and Harper Street with the building permit application. Brett Skilbred: Noted. Bolton & Menk: Agreed.

Review

The applicant is seeking an amendment to the previously reviewed preliminary plat and a final plat review of Quarry View Addition. Additionally, the applicant has requested to amend the rental density map to not be subject to the 25% rental density requirement. The subject properties are described as Lots 1-6, Block 24, Germania Park Addition; Lots 1-8, Block 8 & Lots 1-2, Block 9, Columbia Park Addition; and the vacated portion of Lind Street.

Previous Request:
Following Council approval of the vacation of a portion of Lind Street within the subject property on March 23, 2026, the Planning Commission reviewed and recommended for approval the Preliminary Plat known as Quarry View Addition on March 25, 2026. The City Council is anticipated to act on this request at their April 11, 2026, meeting. If approved, the conditions of approval included with the Preliminary Plat would remain in effect for the current request. The applicant will be required to record the Vacation of Lind Street prior to Planning Commission review and approval of the proposed Final Plat. 

The previously reviewed Preliminary Plat proposed a one-block subdivision that contained 2 lots, Lot 1A, and Lot 1B. Lot 1A was to be located on the northern side of the subdivision area and was 1.98 acres. Lot 1B was located on the southern portion of the proposal area and was 0.98 acres. During this review process, it was noted that no wetlands exist within the subject property and that there are areas that meet the Mankato City Code's definition of bluff within the proposed project area. 

Current Request:
The amended preliminary plat creates 12 individual lots within Block 1. The proposed Final Plat created an approximately 2.78-acre subdivision. As proposed, Lots 1-3 and Lots 5-12 are shown to each have a two-family dwelling, for a total of 22 residential units.

Lot 4 is currently not shown with a structure. However, based on the size and layout of the lot, future development may occur on this parcel. If it is the applicant's intention to preserve this area for open space, it should be platted as an Outlot rather than a Lot of record. 

The subject property is zoned as R-3, Limited Multiple Dwelling District and is subject to such standards. 

There is an existing sealed well on the subject property, located approximately within the boundaries of the proposed Lot 4. As stated by Blue Earth County, the applicant shall not disturb it during current and future development of the subject property. 

Lots & Block Standards:
The applicant proposed 12 individual lots, 11 of which are shown for residential development. 

In the R-3, Zoning District, the minimum lot area is 6,000 Sq. Ft. for one- & two-family developments. Proposed residential lots range in size, but all conform to the minimum requirement:
  • The larger corner lots are proposed at 11,191 Sq. Ft in area (Lot 1 & 12).
  • The northern lots are proposed at 9,513 Sq. Ft. in area (Lot 2 & 3).
  • The central lots are proposed at 8,813 Sq. Ft. in area (Lot 5 & 6).
  • The southern lots are proposed at 8,820 Sq. Ft. in area (Lots 7, 8, 9*, 10, & 11). 
  • The "open space" lot is proposed to be 14,889 Sq. Ft. in area (Lot 4).
Lot 9 is unique to the development as it is divided into 9A & 9B. This is because the 9A portion is Abstract property and the 9B portion is Torrens property. Torrens and Abstract are two different ways of recording property records in the State of Minnesota. Torrens property has a Certificate of Title that gives conclusive proof of ownership with some exceptions. It consolidates records into a single document registered with the state. Abstract property, on the other hand, is recorded on individual Deeds separate from other documentation like mortgages and satisfactions. Because these systems operate in a very different manner, Blue Earth County must continue to record property records using the underlying system at the time of platting. In order to ensure these systems remain clear, property must be identified by its system, which necessitates that plats containing areas with differing systems are identified separately. Because of this, the split between the Abstract property, the northern lots, and the Torrens property, the southern lots, divide the proposed Lot 9 area in two. The proposed townhome unit that is divided between Lot 9A & 9B will be constructed across both Torrens & Abstract property, which will necessitate the future property owner to take extra steps in the recording process. 

In the R-3, Zoning District, the required setbacks for one- and two-family dwellings are defined around providing a: 25' front yard setback, 12.5' corner side yard setback, 6' side yard setback, and 25' rear yard setback. The proposed concept development appears to conform to the required setbacks. There is a maximum ground coverage of 35% of the lot area. This dictates the total area of structure that may be permitted on a lot. The proposed development does not appear to exceed the 35% maximum coverage. 
 
Proposed lots and blocks appear to conform to the Block & Lot standards of the Mankato City Code.

Easements: 
The Mankato City Code requires that every lot be platted to include standard drainage & utility easements. Each development shall include easements at least 20 feet wide centered on exterior lot lines and ten feet wide centered on interior lot lines. 

The proposed plats show the standard 10' drainage & utility easements along the front, corner-side, and a portion of the rear yards. Lots 1, 2, 3, & 4 are shown with the required interior lot line easements. Note that the standard 5' easements along the shared property lines are shown to only extend to the bluff line of lots 7, 8, 9A, 9B, 10, 11, & 12. This condition is common practice, as the intention is to prevent impacts to bluff areas. 

Streets:
The proposed development is bounded by Cleveland Street, 8th Ave, Lind Street, and Harper Streets. The provided concept plan shows all proposed lots will be accessed from driveway connections to 8th Avenue. Note that 8th Ave is actively under construction as part of the Germania Park Phase 5 CIP Project and that occupation of the subject property will not be permitted until roadway improvements are fully completed. 

A portion of Lind Street located west of 8th Avenue was recently vacated and is included within the proposed plat area. 

Additionally, aerial imagery of the site shows that the Cleveland Street quarry access road encroaches into Lot 1, Block 1 of the proposed subdivision. The applicant shall provide an access agreement or easement that allows for continued access to the quarry through the subject property. 

Utilities: 
Private utility connections are proposed to be made to the public utilities within the 8th Ave ROW. These utilities will be available for connection following completion of the Germania Park Phase 5 Capital Improvement Program (CIP) projects. Occupancy of the subject property will not be permitted until completion of utility improvements associated with this CIP Project has ensured sufficient utility connections are available to the proposed development. 

Multiple private utilities were noted to be present within the subject property as part of previous approvals. The applicant shall work with the utility providers to vacate any existing utilities within the proposed development areas and dedicate any necessary easements to ensure continued service coverage. The applicant has already met with Xcel Energy to discuss overhead utility poles near the subject property. Xcel Energy and the applicant reached a verbal agreement that an existing span guy support pole on the west side of 8th Ave may be relocated by moving that particular pole to the north, and adding a second span guy pole to the south that will give support to the line that runs to the east. Xcel noted that these poles will need to be on the lot lines, and may assist in distributing power to any proposed future development. 

The applicant proposes to utilize drainage facilities constructed south of the subject property within the Public ROW. The applicant shall work with the City Engineer on all proposed drainage improvements. Additionally, the applicant shall enter into a Subdivider's Agreement for any public improvements or improvements located in the public right of way. 

Public Sites & Open Spaces:
The applicant does not propose any public open spaces as part of the proposed subdivision. 

As the property was previously platted as part of Germania Park Addition and Columbia Park Addition, Parkland Dedication or payment-in-lieu-of Parkland Dedication is not required. 

The applicant has stated that they intend to maintain Lot 4 as an open space to be utilized by the neighborhood. As stated above, in the proposed plans, Lot 4 is currently not shown with a structure. However, based on the size and layout of the lot, future development may occur on this parcel. If it is the applicant's intention to preserve this area for open space, it should be platted as an Outlot rather than as a Lot of record. 

Environmentally Sensitive Areas:
A wetland analysis determined there are no existing wetlands on site. 

The City's environmentally sensitive areas map identified portions of the subject property as slope exceeding 17.6%. The subject property has been surveyed as part of the proposed development process. Two main areas of elevation change were identified in this process, the quarry wall and a man-made earthen berm. The applicant states that all identified bluff areas were man-made as part of the quarrying process. The applicant proposes to remove much of the berm as part of the site grading process. 

The proposed preliminary plat depicts the bluff line associated with the existing quarry wall, labeled as "top of pit wall". Structures will be required to be setback a minimum of 10' from the bluff line. Additionally, the applicant will be required to install safety fencing between the proposed development area and the quarry wall. The applicant has provided a preliminary plan that outlines the proposed installation of continuous safety fencing within the rear yard of each lot. 

Concept Plan:
The proposed concept plan shows 11 twin-home (also known as duplexes) buildings, for a total of 22 new dwelling units. The proposed concept depicts duplicate units arranged as two-story duplexes with horizontal siding and front pedestrian and garage entries. Each unit contains three bedrooms, two bathrooms, and a large single stall garage. A second-story deck is shown along the rear elevation of the proposed units.

Any proposed deck shall be subject to structural setbacks and lot coverage requirements. If duplexes are constructed without the deck, but with the intention of future deck expansion (i.e. installation of a ledger board), the proposed building shall be reviewed to ensure any proposed deck will meet lot coverage and setback requirements. 

In the future, if the applicant intends to rent the units, they will be restricted to Limited Occupancy only. Meaning that occupancy will be limited to two unrelated individuals of a family, as defined in the City of Mankato Rental Code (Chapter 7).

If the applicant proposes to construct any signage associated with the development, a sign permit shall be applied for and issued prior to installation. It is recommended that any proposed development signage be installed within shared common space to ensure continued maintenance access.

Rental Density:
The applicant has requested flexibility from the 25% rental density ordinance for the proposed subdivision. Mankato City Code Section 7–57 states that "not more than twenty-five (25) percent (rounded up) of the lots on any block shall be eligible to obtain a rental license or to be licensed as a rental property." The applicant has requested to amend the rental density map for the City of Mankato to include Quarry View Addition to make the entirety of the subdivision not subject to the 25% rental density requirement. The properties are zoned R-3, Limited Multiple Dwelling District, and as stated above, the applicant has requested the development be restricted to Limited Occupancy. 

In staff's opinion, it is reasonable to make an accommodation to allow the rental of the properties. The properties will still be subject to the rental occupancy restrictions of not more than two unrelated persons or members of a family. The applicant stated that they intend for the proposed single-family attached units to serve as an addition to Mankato's low-cost housing stock. If the applicant is unable to reasonably construct and sell the units, alternatively, renting each unit would likely enable the applicant to meet their stated goal. 

Blue Earth County Comment:
Blue Earth County (BEC) Staff provided feedback pertaining to the proposed Preliminary & Final Plats. BEC Staff asked for additional clarity regarding the bearings & distances defined by the plats and for clarification of the Lind Street Vacation status. These comments were provided to the applicant as part of the Site Plan Review Comments. The applicant shall address these comments prior to submission of the plat documents for review and recording. 

Findings

Staff respectfully submits the following findings of fact for the requested Amended Preliminary Plat and Final Plat:
  1. General Requirements
    1. The site is designed in conformance with the location and width of streets, the general drainage situation, lot sizes and arrangement.
    2. A grading and drainage plan has been submitted for review by the public works staff.
    3. Modifications to the stormwater pond south of the subject property are required and will be coordinated with City Public Works Staff.
    4. Proposed plans show individual, per unit, utility services. Because of this condition, the proposed structures are to be reviewed as two-unit townhomes and will be subject to the associated Minnesota Building Code standards. 
  2. Streets
    1. The applicant will not construct any new public streets; rather, multiple private driveways will provide access to the development from the completed 8th Avenue.
    2. Property is served by Cleveland Street, 8th Avenue, Lind Street, and Harper Street. 
  3. Easements
    1. The plat provides the standard easements required in Chapter 10 of the Mankato City Code.
    2. Standard easements on lots 7, 8, 9A, 9B, 10, 11, & 12, terminate at the bluff line, labeled as "Top of Pit Wall" on the preliminary plat. 
    3. An access easement for the Cleveland Street quarry access road shall be recorded in conjunction with the proposed plat.
  4. Block Standards
    1. The blocks within the subdivision were designed for the intended end use as residential blocks.
  5. Lot Standards
    1. The lots within the subdivision are intended for residential use. The lots are designed in conformance with the standards set forth in Chapter 10.
    2. The concept plans submitted for the development depict areas for off-street parking within private residential garages and atop residential driveways. 
    3. The subject property contains two corner lots that have been proposed with extra width/depth to meet code standards.
    4. The proposed lot depicts a development that achieves a front yard setback of 25', per the R-3 Zoning District Standards.
    5. The proposed project area has multiple lots that contain or abut Environmentally Sensitive Slope Areas. The proposed plat depicts the bluff line as the quarry wall and provides the required setback for structures.
  6. Public Sites and Open Spaces
    1. The proposed subdivision was previously platted as part of Germania Park Addition and Columbia Park Addition. As a result, Parkland Dedication or payment-in-lieu of Parkland Dedication is not required. 
    2. The proposed subdivision does not create or convey any public sites or permanent open space.
    3. The applicant has provided a preliminary plat overlayed with the proposed residential development. This development presents a singular lot of open space, Lot 4, which may be developed as a residential lot, as shown. 

Recommendation

Staff recommends approval of the amended preliminary plat with the following conditions:
  1. The applicant shall verify, at the time of building permit application, that the sanitary lift station located at 2002 8th Avenue has sufficient capacity to accommodate the increased sewage flow from the proposed development.
  2. The applicant shall incorporate into the civil plans an increase in capacity for the existing drainage basin located south of the intersection of 8th Avenue and Harper Street. This requirement shall be addressed at the time of building permit application.
  3. Applicant shall coordinate with the City Engineer for proposed drainage improvements within the Public ROW.
  4. Applicant shall provide an updated Preliminary Plat that displays the labeled bluff line across the preliminary plat in a consistent manner. Future site plans shall depict the bluff line and required setbacks.
  5. Applicant shall be aware that the proposed open space, if intended to remain as open space, shall be designated as an Outlot.
  6. The applicant shall be aware that a sealed well is located on the site, and any future development should take care not to significantly disturb the well during construction. If improvements are proposed for the sealed well area, the applicant must work with Blue Earth County to determine the steps that must be taken.
  7. Safety fencing shall be installed along the property boundary with the quarry. Applicant shall provide a plan demonstrating the proposed fence installation prior to building permit submittal. Safety fencing shall be installed prior to issuance of a Certificate of Occupancy.
  8. The applicant shall provide an access easement agreement to be recorded on the property in conjunction with the plat for the portion of the Cleveland Street quarry access road that encroaches into the proposed Lot 1, Block 1.
  9. The applicant shall submit an updated grading and drainage plan for review by the Public Works Staff prior to building permit submittal.
  10. The applicant shall enter into a subdivider's agreement for any public improvements or improvements located in the public right of way.
  11. Water and sewer connection fees shall be charged based on the City of Mankato assessment policy and fee schedule.
  12. The applicant will be required to obtain a conditional use permit for any impacts to environmentally sensitive areas.
  13. The applicant shall provide supporting hydraulic modeling for the stormwater BMP at the end of 8th Avenue and Harper Street with the building permit application.
  14. The development’s rental licenses will be limited occupancy; occupancy will be limited to a family or no more than 2 unrelated adults. Prior to occupancy, the applicant shall obtain rental licenses for each unit intended for rental purposes. 
  15. The applicant shall be a willing petitioner to any adjacent future roadway or sidewalk improvements.
  16. The applicant shall record the approved Lind Street Vacation with Blue Earth County prior to Council Approval of the requested Final Plat review.
  17. Applicant shall address Blue Earth County’s comments on the proposed plat prior to submittal of the preliminary and final plat to Blue Earth County Records for review and recording. 
  18. The proposed Amended Preliminary Plat shall remain subject to the conditions associated with the preliminary plat and the Vacation of Lind Street, including, but not limited to, the following:
    1. The final plat submission shall reflect easements around the subject site in conformance with the Mankato City Code.
    2. The applicant shall enter into a subdivider's agreement for any public improvements or improvements located in the public right of way. 
    3. The applicant shall provide updated drainage and utility plans conforming to engineering standards and other applicable standards. 
    4. The applicant will be required to obtain a conditional use permit for any impacts to environmentally sensitive areas.
    5. Water and sewer connection fees shall be charged based on the City of Mankato assessment policy and fee schedule.
    6. The applicant shall provide supporting hydraulic modeling for the stormwater BMP at the end of 8th Avenue and Harper Street with the building permit application.
    7. The applicant/property owner shall be responsible for any and all costs associated with re-routing the existing infrastructure to a location that is acceptable to the utility company.
  19. Proposed project shall remain fully subject to the previously approved conditions of approval associated with previous requests.
    1. The applicant is responsible for coordination of utility relocation and is responsible for all costs associated with any said relocations. The applicant is responsible for coordination and granting of any new easements, if deemed necessary, for preservation or relocation of the subject infrastructure. 
    2. The applicant/property owner shall be responsible for any and all costs associated with re-routing the existing infrastructure to a location that is acceptable to the utility company.
Based on conformance with the recommended conditions of the preliminary plat, staff recommends approval of the Quarry View Addition final plat.
