Request of Brian Sarff for the vacation of the eastern 120 feet of Ridgewood Street. The subject area is described as the east 120’ of Ridgewood Street lying north of Lot 28, Sunset View Addition, and lying south of Lot 97 and Vacated Alley, Oak Knoll, according to the plats on files and record with the Blue Earth County Recorder. (405 Ridgewood Street).

Applicant

The applicants are Brian Sarff and Mary Kaus. 

Request

The request is for the vacation of a portion of the currently platted Ridgewood Street. 

Location

The area proposed for vacation is flanked on the north by the property addressed as 111 Dell Avenue and on the south by the property addressed as 405 Ridgewood Street. 

Existing Land Use

The property is a platted, unimproved right-of-way. There is a paved accessway for 405 Ridgewood that occupies a segment of the area proposed for vacation.

Zoning

The subject property is zoned R-1, one family dwelling district. 

Environmentally Sensitive Areas

There are both bluffs and woodlands located in the proposed vacation area. 

Public Utilities

There is a public water line located in the proposed vacation area. 

Review

Brian Sarff and Mary Kaus have petitioned for the vacation of the eastern 120 feet of Ridgewood Street. 
 
The subject area is legally described as the east 120’ of Ridgewood Street lying north of Lot 28, Sunset View Addition, and lying south of Lot 97 and Vacated Alley, Oak Knoll, according to the plats on files and record with the Blue Earth County Recorder. The vacation area is flanked on the northern by the property addressed as 111 Dell Avenue and on the southern side by the property addressed as 405 Ridgewood Street.
 
The vacation exhibit presented shows the vacation of the eastern approximately 120 lineal feet of Ridgewood Drive, an area approximately 6,025 square feet. The street area proposed for vacation is a 50' wide right of way, consisting of 33' dedicated on the recorded plat of Oak Knoll subdivision and 17' dedicated on the Sunset View Addition subdivision plat. The current terminus of the proposed vacation area is property owned by the City of Mankato, known as "Rasmussen Woods". 
 
The applicant has sent the vacation request to the utility companies. Of the utility companies responding, the City of Mankato is the only respondent representing utilities in this location. There is an existing watermain located in the proposed vacation area. The City engineer has reviewed the request and indicated that a 20' easement over the line will be sufficient for the water line. The applicant has provided a draft document representing the proposed easement area. 
 
The applicant has provided a document representing that, upon vacation, they will work with the adjacent property owner to have that portion of the vacated street transferred to their ownership. The applicant intends to construct an accessory structure in the general area of the vacation request, but outside of the proposed easement area.
