The subject property is described as an approximately 1.77 acre parcel located in the west half of the southeast quarter of Section 17, Township 108 Range 26, Blue Earth County (114 Pohl Road).

The subject property is located at 114 Pohl Road and is legally described that part of the West half of the Southeast Quarter of Section 17, Township 108 North, Range 26 West, described as follows: Commencing at the point of intersection of the West line of said Southeast Quarter with the South line of Glenwood Avenue in the City of Mankato; thence South 53 degrees, 17 minutes East along the South line of Glenwood Avenue; a distance of 116.4 feet; thence South 64 degrees 11 minutes East along the South line of Glenwood Avenue; a distance of 207.4 feet to a place of beginning; thence continuing along the same line, a distance of 270 feet to the center line of the “Pohl” road, thence South 6 degrees 39½ minutes West along said center line a distance of 362.4 feet; thence North 81 degrees 47 minutes West, a distance 203.4 feet; thence due North parallel with the West line of said Southeast Quarter, a distance of 448.5 feet to the place of beginning.

Hope Interfaith Center, a church and spiritual center, will remain in the building and continue operating, primarily on weekends, for its ongoing spiritual and community-based services. 

The subject property is zoned R-1, one-family dwelling district. 

The northern portion of the subject property contains bluffs, ravines, woodlands, and a stream. 

The property is served by public utilities, which will continue. 

The applicant, Amanda Furnas of Mankato Chemical Health, with permission of the property owner, is seeking a conditional use permit to allow the operation of a licensed outpatient Substance Use Disorder (SUD) treatment center, Mankato Chemical Health at 114 Pohl Road.

In the Mankato City Code, medical clinics are considered a conditional use in this R-1, one-family dwelling, zoning district.

The applicant's narrative states that no residential components are planned. Therefore, no one will be living at the property. The use proposes to provide professional healthcare services to adults seeking treatment and support for substance use and co-occurring mental health concerns. Services delivered will be by licensed and credentialed professionals in a structured outpatient setting.

The applicant indicates that the current occupant, Hope Interfaith Center, a church and spiritual center, will remain in the building and continue to utilize designated space, primarily on weekends.

The applicant's submitted information states that the exterior work will include the construction of a fence, and upgrades to exterior lighting. The applicant has indicated that the signage will be in the same place as the current signage. The exterior of the facility is proposed to be painted white with black window accents and black gutters and cedar accents, and stucco repair is planned.

The applicant further clarifies that the floor plans for the structure will not change.
