Resolution receiving feasibility report, ordering improvements, preparation of plans and specifications, and ordering advertisements for bids for Capital Improvement Project 11266; 2026 Victory Drive and Adams Street Signal and Striping Improvements.
Recommendation/Action(s):
Adoption of the attached resolution.
Summary:
City staff recommend implementing traffic signal and striping improvements at the intersection of Victory Drive and Adams Street based on recommendations identified in the City’s Traffic Impact Study for the intersection. The Traffic Impact Study was completed in December 2025 and was in response to continued development in the vicinity of Victory Drive and Adams Street. The new development, starting a few years ago with the Circle K (Holiday Station Stores) and more recently with the Victory Ridge Apartments, is expected to increase in traffic demand at this intersection, particularly along Adams Street between the east side of Victory Drive and Dublin Road. The Traffic Impact Study was in response to anticipated growth and concerns raised by the public regarding traffic operations and safety, particularly on the westbound Adams Street approach. The study evaluated existing and future conditions and identified practical improvement options.
The attached feasibility report builds on the study and evaluates the implementation of the following:

Proposed funding sources are summarized below. Funding participation is anticipated by Blue Earth County in accordance with the County/City routine CSAH maintenance agreement which identifies a share of the total cost of any major signal maintenance project. Funding participation from the adjacent development partners is in accordance with conditions of approval for final development.
The attached feasibility report builds on the study and evaluates the implementation of the following:
- Adding flashing yellow arrow protected/permitted left-turn signal heads for the Adams Street eastbound and westbound approaches.
- Revising left-turn phasing on Victory Drive from lagging to leading operation for the northbound and southbound approaches.
- Restriping Adams Street between Victory Drive and Dublin Road from the existing four-lane undivided section to a three-lane section with center-turn lane for a consistent roadway cross-section along Adams Street.
