Resolution adopting the Mankato Transit System Procurement Policy 2026 Update.

Summary:
This procurement policy is an update to the October 2025 version to incorporate or address changes to state thresholds and requirements set by the Minnesota Department of Transportation (MnDOT).
This policy establishes guidelines and minimum standards for use in the management of third-party contracts. This policy is designed to meet FTA and MnDOT requirements in this regard to ensure full and open competition and equitable treatment of all potential sources for all purchases made with funding derived from the federal, state, and local governments while preventing the use of state or federal funds for unallowable costs, as discussed in the applicable regulations below:
- Thresholds remain at the more restrictive level set by Council.
