Resolution receiving feasibility report, ordering improvement, preparation of plans and specifications, and ordering advertisement for bids for Capital Improvement Project 11231; Tourtellotte Pickleball Court Reconstruction project.
Recommendation/Action(s):
Adoption of the attached resolution.
Summary:
The Tourtellotte Pickleball Court Reconstruction project is located in the existing Tourtellotte Park, which serves as an established recreational area located between N 2nd St and N 4th St in Mankato. The park currently offers an outdoor pool, playground equipment, 12 outdoor play courts, and a baseball/softball field. The proposed improvement is to reconstruct the six (6) westernmost courts to include new drainage, court surfacing, fencing and electrical conduit for future needs.
Staff have been working with a consultant, ISG, to prepare the feasibility report and evaluate the proposed improvements. The existing courts were originally designed for tennis and are at the end of their useful life at over 30 years old. The proposed improvements are to fully remove the existing courts and expand the footprint to accommodate proper court spacing and viewing opportunities. A new sand drainage layer with drain tile will be constructed for a new court subdrainage system. The final surface will consist of a new bituminous pavement and coated with industry-standard acrylic court surfacing. The outside perimeter of the courts will be enclosed by a taller 10’ tall chain link fence with privacy slats and a smaller 5’ tall chain link fence on the inside separating each court. Each court will have an individual gate from a wide concrete walkway and gathering space down the middle.
The proposed improvements will be completed in two phases, with the removals and earthwork completed this fall, followed by the completion of the court construction in early summer 2027.
Cost and funding for the proposed improvements are presented in the attached feasibility report and shown below.

The current approved budget based on 2026 Parks Capital Funds is $720,000.00. As a result, the proposed shade structures to be located within the existing concrete area to the east of the proposed six reconstructed courts is recommended to be bid as an Add Alternate. Staff are aware of the desired interest in the shade structures but propose adding an alternate to provide an option as it relates to the current budget. Staff following the bid opening will review the bids and provide recommendation for award of either the base bid only or base bid plus an alternate.
