Request of Southwest Minnesota Housing Partnership for an amendment for Phase 2 to the previously approved planned unit development, PUD, to allow for the usage of Scheid Hall and to allow for parking lot and related infrastructure improvements at the property. The subject property is described as Outlot B, School Sisters of Notre Dame Subdivision, according to the plat thereof on file at the County Recorder’s Office, Blue Earth County, Minnesota, to be described as Lot 1, Block 1, Good Counsel Hill subdivision (170 Good Counsel Drive, BE County PID’s R010905379005, R010908201007).

Request

The applicant, Southwest Minnesota Housing Partnership, has requested an amendment to the previous planned unit development that was approved by the City Council on May 11, 2026. 

This current application, referenced in the submittal materials as a Planned Unit Development, PUD #2, proposes to include the use of Scheid Hall and to get approval to implement parking and associated infrastructure on the subject property.

Location

The address associated with the property is 170 Good Counsel Dr.

Existing Land Use

The property was previously the location of the School Sisters of Notre Dame campus. The buildings and infrastructure still exist on the subject property and are not proposed to change with this proposal. The facilities are not currently occupied.

Zoning

The subject property is zoned O-R, Office Residential. 

Environmentally Sensitive Areas

There are environmentally sensitive areas on the site, including bluffs/slopes, woodlands and wetlands.

Public Utilities

The site is served by city sanitary sewer. Water is currently provided to the site by a private system that includes two onsite wells.

Review

Southwest Minnesota Housing Partnership, is requesting an amendment to the previous planned unit development that was approved by the City Council on May 11, 2026. 

This current application, referenced in the submittal materials as Planned Unit Development, PUD #2, proposes to include the use of Scheid Hall and to get approval to implement parking and associated infrastructure on the subject property. The amendment request includes the following:

The residential re-use of Scheid Hall for up to 5 residential units. 
  1. Floor plans show 1 unit on the lower level, 2 units on the second level, and 2 units on the third level. 
  2. Each unit contains two bedrooms, a bathroom, kitchen, living and dining rooms. 
  3. Parking will be provided for each unit. 
Parking for PUD amendment: 
  1. A total of 239 parking spots are planned to be constructed. SWMHP is requesting that this number be approved to be adequate to support the uses in the original PUD approval: 
    1. 58 residential units in Isadore and Theresa Halls. 
    2. 5 units in Scheid hall.
    3. 6,000 sf of office spaces. 
    4. 400 seat chapel/event space in Theresa Hall. 
    5. A 5 bed commercially leased area in Theresa Hall. 
  2. ​​​​​​​Stormwater management infrastructure is proposed to be constructed alongside the parking lot.
