Resolution setting October 13, 2026, as the date of public hearing for establishment of Development District No. 51 and Tax Increment District No. 51-1 (Quarry View).
Recommendation/Action(s):
Adoption of the attached resolution.
Summary:
Skilbred Development is proposing to develop property located at 2004-2134 8th Avenue. It is proposed to complete the horizontal infrastructure, public improvements, and pad preparation to deliver 16 pad-ready residential lots intended to support for-sale townhomes.
The City Council approved a Land Use Plan Amendment to change the guided land use from Light Industrial to Medium Density Residential at their May 12, 2025 meeting. The City Council also approved a vacation of a portion of Lind Street adjacent to 8th Avenue at their March 23, 2026 meeting, and a Final Plat of Quarry View Addition at their May 11, 2026 meeting.
On August 10, 2026, the Economic Development Authority (EDA) reviewed the request for Tax Increment Financing (TIF) for a housing district and adopted a motion directing staff to prepare materials for a public hearing on October 13, 2026, regarding the establishment of Development District No. 51 and Tax Increment Financing District No. 51-1 and approval of a development agreement. Additional background information regarding the request can be found in the agenda item presented to the EDA on August 10, 2026.
The requested action is adoption of the attached resolution setting October 13, 2026, as the date of public hearing for the establishment of Development District No. 51 and TIF District No. 51-1.
The draft TIF Plan will be distributed to the taxing jurisdictions by September 11, 2026. The Planning Commission will review the development district at their September 23, 2026 meeting. The TIF plan will generally consist of the information contained in Baker Tilly's Return Analysis that was discussed at the August 10, 2026 EDA meeting.
