Report on project and Change Orders 5 and 6 for Capital Improvement Project 11188; Bassett Drive Extension.
Recommendation/Action(s):
Motion approving Change Order 6.
Summary:
In accordance with Section 2-8 of the Mankato City Code, the City Manager is to report as soon as practicable on change orders approved under $100,000 or up to 5% of construction cost for projects above $2,500,000. For projects less than $2,500,000, Council approval is required for change orders exceeding 10% of construction costs.
11188 – Bassett Drive Extension – Change Order 5
The original project plans included a driveway apron on the south side of Bassett Drive for a future driveway connection to the Blue Earth County Justice Center. During construction, after the original apron was poured, Blue Earth County made the decision to adjust the driveway location and construct the new driveway connecting to the existing Justice Center Parking lot. The proposed change order includes the removal of the original apron, relocating a new apron to the west and constructing the driveway extension from Bassett Drive to the Justice Center existing parking lot.
11188 – Bassett Drive Extension – Change Order 6
Change order 5 notes the extension of the new driveway from Bassett Drive to connect to the existing Justice Center parking lot. To make the connection, a portion of new drive over concrete curb and gutter was required where the new driveway connects to the parking lot. This change order directs the Contractor to construct the drive over concrete curb and gutter not originally within the contract.
The total of these two change orders is $38,666.65 and 100% of all costs associated with these changes will be paid by Blue Earth County in accordance with the Subdivision Agreement and as directly requested.
Furthermore, Change Order 6 extends the contract completion date for the final roadway bituminous surfacing and striping to the fall of 2026. This extension is to allow for the adjacent property owner, the State of Minnesota, to complete the grading and base course paving of the Bureau of Criminal Apprehension (BCA) building parking lot. The new contracts substantial completion date is September 30, 2026, extended from the previous date of August 31, 2026. There are no additional costs associated with the contract extension part of this change order.
The total of all change orders to date is $91,776.85. Previous Change Orders 1 and 2 were reported to the Council on October 14, 2025, Change Order 3 was reported on November 24, 2025, and Change Order 4 was reported on January 12, 2026.
