Resolution authorizing bids for the 2027 Water Treatment Plant and Water Resource Recovery Facility chemical supply.

Adoption of the attached resolution.
Summary:
The City of Mankato’s Water Treatment Plant and Water Resource Recovery Facility rely on specialized treatment chemicals to provide safe drinking water and meet state and federal wastewater discharge requirements. To ensure uninterrupted operations and maintain regulatory compliance, these chemicals are required to be procured annually through a competitive bidding process.
The Water Treatment Plant requires Quick Lime as part of the water softening process to remove calcium, magnesium, iron, and total organic carbon from the City’s drinking water supply in accordance with the Minnesota Department of Health Surface Water Treatment Rule. The estimated 2027 use is water demand dependent; the 2025 annual expenditure was $493,304.
The Water Resource Recovery Facility requires Ferric Chloride as part of the treatment process for phosphorus removal and the 2025 annual expenditure was $426,442.
The Water Resource Recovery Facility requires Sodium Hypochlorite as part of the treatment process for disinfection to meet National Pollutant Discharge Elimination System (NPDES) requirements for fecal coliform bacteria as well as total coliform bacteria for reuse water and the 2025 annual expenditure was $234,763.
Because these chemicals are essential to daily treatment operations, staff is requesting authorization to solicit competitive bids for the 2027 calendar year.
Following the bid opening and evaluation process, staff will return to the City Council with a recommendation for award to the lowest responsible bidder(s) determined to be in the best interest of the City.
