The City of Mankato Water Resource Recovery Facility (WRRF) generates biosolids as a routine part of the wastewater treatment process. The City contracts with qualified hauling contractors to transport biosolids from the WRRF to approved land application sites where they will be applied to the land.

Staff is requesting authorization to solicit competitive bids for biosolids hauling services for the 2026 season. The selected contractor will be responsible for providing the equipment, labor, transportation, and related services necessary to safely and reliably haul biosolids from the WRRF in accordance with applicable state and local requirements.

The City is responsible for the proper handling, transportation, and beneficial use or disposal of biosolids generated at the WRRF. Reliable hauling services are necessary to maintain continuous WRRF operations and prevent the accumulation of biosolids beyond available storage capacity.

Soliciting competitive bids for the 2026 season will allow the City to establish a qualified hauling contractor and a competitive hauling rate. The contract is anticipated for one season with a reevaluation prior to the next season to identify if a multi-year contract would be appropriate.

Staff recommend that the City Council adopt the resolution authorizing the City Manager to solicit competitive bids for biosolids hauling services for the 2026 season.
