Recommendation/Action(s):

Adoption of the attached resolutions.

Summary:

In response to customer service requests, staff conducted a comprehensive review of traffic control signing at associated intersections and roadway segments. The goal was to address safety concerns, improve clarity for drivers, and ensure compliance with the Minnesota Manual on Uniform Traffic Control Devices (MN MUTCD) and applicable City of Mankato policies in a consistent way.

On August 11, 2026, the Site Plan and Traffic Advisory Committee approved the recommendation to bring these items to the City Council for resolution with no additional conditions.
                                  
Scope of Review
  • Customer service requests included adding or modifying the type of intersection control including stop, yield, warning signs, and/or pavement markings.
  • Staff evaluated sight distance, crash history, posted speed, traffic volumes (including pedestrian and bicycle), functional class, existing signing/markings at the location of concern and in the immediate area, and proximity to special land uses such as schools and parks, to determine appropriate control measures.
The following changes are proposed:
  1. Install advanced pedestrian crossing signs on Adams Street approaching the intersection of Hope Street.
  2. Install a yield sign on Technology Drive at the intersection of Excel Drive. Install a yield sign on Power Drive at the intersection of Technology Drive.
  3. Install a no outlet sign on Valliant Lane at the intersection of Valliant Lane and Woodland Avenue.
  4. Install yield signs on West 5th Street at the intersection of Owatonna Street.
  5. Install two no-parking loading zone signs in the public right-of-way near 215 East Hickory Street.
