Resolution authorizing the submission of an amended application for the Mankato/North Mankato Area Planning Organization (MAPO) Unified Planning Work Program (UPWP).
Recommendation/Action(s):
Adoption of attached resolution.
Summary:
At the June 22, 2026, city council meeting, council authorized the submission of a Monks Avenue Pedestrian Crossing Study for the Mankato/North Mankato Area Planning Organization (MAPO) 2027 Unified Planning Work Program (UPWP). City staff completed and submitted the application by the required deadline of July 17, 2026, and received notice from MAPO that the application was successfully received and is recommended for award of the requested funding. In addition to the award notification, MAPO notified city staff that an amended application for a more comprehensive Corridor Study may provide greater overall safety and transportation benefit.
City staff have reviewed and identified potential amendments to the application for the 2027 Unified Planning Work Program (UPWP) and believe it is in the best interest of the program and overall safety and transportation benefit. Staff are recommending an amended study for Monks Avenue consisting of the following project components:
Monks Avenue (CSAH 8) is a county road south of Stadium Road (CSAH 60) and a letter of support has been received from Blue Earth County Director of Public Works.
Staff are recommending the Council consider this request to submit an amended application and adopt the attached resolution. The final consideration and award of the amended application will be at the MAPO Policy Board Meeting in September.

- Intersection Control Evaluation (ICE) at Balcerzak Drive and Monks Avenue
- Intersection Control Evaluation (ICE) at Stadium Road and Monks Avenue
