Resolutions accepting feasibility report, conducting an improvement hearing, ordering plans and authorizing bids on Capital Improvement Project 11121; Long Street and Emerson Lane.
Recommendation/Action(s):
Adoption of the attached resolution.
Summary:
In preparation of the feasibility report development, staff held a community open house on June 25, 2026. Residents on Long Street were mailed an invitation. At the open house, staff presented three roadway alternatives for the Long Street corridor from Main Street to Madison Avenue. Residents were given the opportunity to provide feedback on which design alternative they may support. If residents could not attend the open house, staff posted a survey on Every Voice Mankato to gather additional resident feedback. The majority of community feedback received supported the traffic circle design alternative as presented in the feasibility report.
At the July 13, 2026, Council work session, the Council directed staff to survey all residents along the project area to see whether they would support the construction of a new sidewalk on the east side of Long Street from Main Street to Madison Avenue. The results of that survey are presented in the feasibility report.
An additional resident open house was held on August 12, 2026. Staff presented the proposed plan, estimated costs, and proposed preliminary assessments for the project. Residents abutting the projects were mailed notice of the informational meetings. The majority of discussion at this open house was regarding a new sidewalk on the east side of Long Street from Main Street to Madison Avenue. Most residents at the open house were against an east-side sidewalk.
Staff recommends the Council accept the feasibility report, set a date for the improvement hearing, order the City Engineer to prepare final plans and specifications, and instruct the City Manager to advertise for bids in accordance with the requirements of law.
