Review of proposed Hilltop Capital Improvement Projects.

Summary:
At the July 14, 2025, meeting, a motion was passed increasing the scope of the Long Street and Emerson Lane feasibility report to include consideration of improvements identified in the Hilltop Planning Study. This agenda item is to present the proposed Hilltop Capital Improvement Projects.
Staff reviewed the Hilltop Planning Study (September 2025) and existing conditions to define project limits and develop a feasible, cost-effective construction sequence for the hilltop neighborhood generally bound by East Main Street, Victory Drive, Madison Avenue, and North 6th Street. Staff intend to integrate the projects identified into the City’s Community Investment Plan.
