Review of the 2027-2028 Preliminary Budget and Levy.

For the last several months, staff have been working on the development of the preliminary budgets for 2027-2028. By Friday afternoon, City Council will receive a copy of the proposed 2027-2028 Operating Budget and five-year Capital Investment Plan. During the work session, an overview presentation of the 2027-2028 budget will be provided in preparation for setting the preliminary tax levy on September 28, 2026. The preliminary draft reflects a 5.0% levy increase. Attached is an initial budget overview memo, accompanied by draft versions of the 5-year Tax Levy and General Fund forecast worksheet for your review. Presentation to be provided at the work session.
