Call Meeting to Order
Roll Call
Members Present: Kevin Mettler, Mike Laven, Dennis Dieken, Michael McLaughlin, Jenn Melby-Kelley, Jessica Hatanpa, and Mayor Najwa Massad.

Approval of Agenda
Ms. Hatanpa moved and Mr. Mettler seconded a motion to approve the agenda as written. The motion carried unanimously.

Approval of Minutes
Mr. Dieken moved and Mr. McLaughlin seconded a motion to approve the minutes of the Regular Meeting of July 8, 2024 as written. The motion carried unanimously.

Consent Calendar

A.
Resolution approving application for Mankato Area Youth Baseball Association (MAYBA) to Conduct Lawful Gambling at MC's Garage, 1861 Adams Street, #400, Mankato.
B.
Resolution authorizing the City Manager to submit Redevelopment Grant application to the Minnesota Department of Employment and Economic Development for 101-121 East Main Street, 118 South 2nd Street (Hotel Mankato LLC).
C.
Resolution approving the Transit Safety Plan Update.
D.
Resolution to release the Request for Quotes for the Transit Automated Voice Announcement System.
E.
Resolution considering bids on Capital Improvement Project 11083; Transit Bus Stop Improvements.
F.
Resolution authorizing the City Manager to apply for 2025 discretionary funds for the Airport Terminal Program (ATP), made available under the Infrastructure Investment and Jobs Act of 2021 (IIJA), Public Law 117–58, also known as the Bipartisan Infrastructure Law (BIL) for the Air Traffic Control Tower (ATCT) at the Mankato Regional Airport (MKT).
G.
Resolution authorizing the City Manager to negotiate and enter into a contract for professional services with Toltz, King, Duvall, Anderson, and Associates (TKDA) to perform an environmental assessment for the purpose of constructing an Air Traffic Control Tower (ATCT) at the Mankato Regional Airport (MKT).

City Manager’s Report
A.
Ms. Vokal reported that on April 22, 2024, the Council authorized the application for grant funding through the MN Office of Traffic Safety to purchase a vehicle that will address enforcement and education pertaining to distracted driving and other negative traffic related behaviors.
Ms. Vokal noted that a grant was awarded to the city in the amount of $72,325 and that a budget had been completed with the total estimated cost of $106,060 including the vehicle, equipment, and buildout. She stated that Public Safety Aid funds, up to $33,735, will be used to cover the costs not covered by the grant award.
Ms. Melby-Kelley moved and Mr. Dieken seconded a motion to approve the Resolution authorizing the use of Public Safety Aid funds to purchase a traffic safety vehicle. The motion carried unanimously.
Ms. Vokal touched on traffic stops from the past few years and noted the increase of 104% in traffic stops for 2024. She commented on the types of stops and responses that the traffic officer has conducted since they started.

Mr. McCarty stated that in accordance with the Mankato City Code, the City Manager is to report as soon as practicable on change orders approved per the City Code. He summarized Capital Improvement Project 10994 Riverfront Drive and change orders to date. He noted that the original contract value was $8,240,343.95 and with the total amount of change orders to date being $87,856.01, the current contract value is $8,328,199.99.

Mr. McLaughlin moved and Ms. Hatanpa seconded a motion to approve change orders 3 and 4 for Capital Improvement Project 10994; Riverfront Drive. The motion carried unanimously.

C.
Mr. Johnson provided an update on the flood activities to date, including parks that were closed as well as those that had been re-opened.
Mr. Skophammer commented on the opening of Tourtellotte Park Pool and noted that Night to Unite is scheduled for August 6.

Reports of City Council Members
Mayor Massad noted that there would be an upcoming ribbon cutting happening at the Water Resource and Recovery Facility and asked that the Council be present if they are available.
