Call Meeting to Order
Roll Call
Members Present: Mike Laven, Dennis Dieken, Michael McLaughlin, Jenn Melby-Kelley, Jessica Hatanpa, Kevin Mettler, and Mayor Najwa Massad.
Staff Present: City Manager Susan Arntz, Administrative Services Director Parker Skophammer, Community Development Director Mark Konz, Public Works Director Jeff Johnson, and City Clerk Renae Kopischke.

Approval of Agenda
Ms. Hatanpa moved and Mr. Laven seconded a motion to approve the agenda as written. The motion carried unanimously.

Approval of Minutes
Ms. Hatanpa moved and Mr. Mettler seconded a motion to approve the minutes of the Regular Meeting of September 9, 2024 as written. The motion carried unanimously.
4.
Public Open Forum (15 Minutes)
Citizens may address the Council on matters not on the agenda, and are encouraged to register with the City Clerk prior to the start of the meeting. Those wishing to speak are limited to three minutes and must state their name and address for the record.

Consent Calendar
NOTE: All items listed under the Consent Calendar will be enacted by one motion. There will be no separate discussion of these items. If a Council Member wishes to discuss any of these items, they may ask that the item be removed from the Consent Calendar. Removed item(s) will be discussed and acted upon by separate motion.
Mr. Mettler pulled item 5.B. Mr. Dieken moved and Mr. Laven seconded a motion to approve the Consent Calendar as amended. With all members voting in favor, the motion carried.

A.
Motion approving Proclamation designating September 26-28, as Class of 1974 Days, recognizing the Mankato East and Mankato West Class of 1974 50th Class Reunion.
B.
Motion approving Opioid Remediation Grant to the Travis James Gustavson Foundation for poster boards that provide awareness, education, and serve as a resource for Opioid use and addiction.
Mr. Mettler recognized the Travis James Gustavson Foundation and thanked them for their work in the community on awareness and education relating to opioid use.
Mr. Mettler moved and Ms. Hatanpa seconded a motion to approve the Opioid Remediation Grant to the Travis James Gustavson Foundation. The motion carried unanimously.
Mr. Mettler recognized the Travis James Gustavson Foundation and thanked them for their work in the community on awareness and education relating to opioid use.
Mr. Mettler moved and Ms. Hatanpa seconded a motion to approve the Opioid Remediation Grant to the Travis James Gustavson Foundation. The motion carried unanimously.
C.
Resolution appointing Election Judges for the 2024 General Election.
D.
Resolution authorizing the City Manager to enter into an agreement for continuation of insurance coverage through the League of Minnesota Cities Insurance Trust (LMCIT) and authorizing that the City does not waive statutory limits on Municipal Tort Liability.
E.
Resolution authorizing submission for 2024 Edward Byrne Memorial Justice Assistance Grant (JAG), and motion approving the Joint Agreement between the City of Mankato and Blue Earth County to share JAG Program Award.
F.
Motion approving a License to Encroach for 129 South 6th Street.
G.
Update on Capital Improvement Project 11072; Augusta Drive and Highway 22 Roundabout and motion approving change order number 6.
H.
Resolution calling for hearing on Capital Improvement 11084; Victory Drive and Hazeltine Road intersection and lighting improvements.
I.
Resolution rescinding resolutions R-89-1113-3284 and R-2021-1026-218 and Resolution directing parking control on North Second Street on the east side of North Second Street.
J.
Resolution directing parking control establishing angled parking on the south side of East Spring Street from the alley to North Second Street.
K.
Resolution authorizing the City Manager to enter into grant agreement 254943 with the Minnesota Pollution Control Agency (MPCA) for the purpose of developing a Local Climate Action Plan.
