1.
Call Meeting to Order
 
Roll Call

Members Present: Kevin Mettler, Mike Laven, Dennis Dieken, Michael McLaughlin, Jenn Melby-Kelley, Jessica Hatanpa, and Mayor Najwa Massad.

Staff Present: City Manager Susan Arntz, Administrative Services Director Parker Skophammer, Community Development Director Mark Konz, Economic Development Coordinator Courtney Kramlinger, and City Clerk Renae Kopischke.

Approval of Agenda

Ms. Hatanpa moved and Mr. Mettler seconded a motion to approve the agenda as written. The motion carried unanimously.
 
3.
Approval of Minutes

Mr. Dieken moved and Mr. McLaughlin seconded a motion to approve the minutes of the Regular Meeting of October 15, 2024 as written. The motion carried unanimously.

4.
Public Open Forum (15 Minutes)

Todd Oestreich, 1014 Bitterend Circle, commented on jake breaking issues on South Highway 22 entering Mankato. He indicated that the noise is a problem and mentioned what could be done in an effort to prevent semis from jake breaking. He noted an ordinance that North Mankato has regarding jake breaking and urged the Council to adopt something.

Consent Calendar
 
NOTE: All items listed under the Consent Calendar will be enacted by one motion. There will be no separate discussion of these items. If a Council Member wishes to discuss any of these items, they may ask that the item be removed from the Consent Calendar. Removed item(s) will be discussed and acted upon by separate motion.

Ms. Hatanpa moved and Mr. Dieken seconded a motion to approve the Consent Calendar as written. With all members voting in favor, the motion carried.
 
A.
Motion approving All Seasons Arena Renovation change orders and design contract amendment.
 
B.
Motion awarding quote for flood damage repairs on Range Street.
 
C.
Resolution accepting and authorizing the City Manager to execute Redevelopment Grant Agreement for 101 East Main Street, 121 East Main Street and 118 South 2nd Street (Hotel Mankato).
 
D.
Resolution authorizing the City Manager to submit Contamination Cleanup Grant application to the Minnesota Department of Employment and Economic Development for 101-121 East Main Street, 118 South 2nd Street (Hotel Mankato LLC).
 
E.
Resolution authorizing City Manager to submit EPA Brownfield Community-wide Assessment Grant Application.
 
F.
Resolution approving update to the Transit Procurement Plan.

City Manager’s Report
 
A.
Mr. Arntz reported that the Strategic Plan is a road map that helps guide city service and initiatives needed by detailing challenges and strategies to address those challenges over the course of the next five years (2025-2029). She indicated that the plan identifies opportunities for strategic focus that will help to drive resource allocation during the budget and capital investment planning process, focus on the work of personnel, and assure that the City’s vision to “lead the way as a vibrant, diverse regional community” continues to be reinforced. 
 
Ms. Arntz noted the year-long plus process included over six months of engagement comprised of a strategic planning council retreat, nine community focus groups, 907 online survey responses, two community town halls, three work sessions, one greater Mankato growth meeting, seven vision action labs, three strategic planning committee meetings, and 23 community review survey responses. She highlighted that the result was six goal areas to focus on over the next five years, along with accompanying outcomes and actions. She stated that the six goal areas include Housing, Economy, Community Safety, Community Connection, Sustainable Infrastructure, and Adaptive Organization.   
 
Ms. Arntz concluded that although the initial plan is complete, there are many “next steps” that will help assure that the strategic plan is realized. She explained that the ways to achieve success on any given goal may change throughout the five-year plan. She commented that the annual budget and capital investment plan will be influenced by the strategic themes and provide an annual opportunity for the Council to catalyze achievement and set operational goals for the coming year. She added that Key Performance Indicators (KPI’s) will be reported on to help track performance towards these goals and staff will be sure to check in with the Council on an ongoing basis to report on results and next steps.
 
Mr. McLaughlin moved and Mr. Dieken seconded to approve the Resolution adopting the 2025-2029 Strategic Plan. The motion carried unanimously. 
 
B.
Ms. Arntz provided an update on the Blue Earth Nicollet County Humane Society (BENCHS) and some of the operational challenges that have been happening. She noted that the city has continued to partner; however, the contract will end this year. She stated that the city is in the process of improving a space that could be used for a shelter facility as the city had previously done, in the event that the contract does not continue.
 
7.
Reports of City Council Members

Ms. Melby-Kelley mentioned the Day of the Dead event that occurred on October 26 on Riverfront Drive, and encouraged those that have not been to the event to check it out next year.

There being no further business before the Council, Mr. Laven moved and Ms. Hatanpa seconded a motion to adjourn. With all members voting in favor, the meeting adjourned at 6:30 p.m.
