Call Meeting to Order
 
Roll Call

Members Present: Michael McLaughlin, Jenn Melby-Kelley, Jessica Hatanpa, Kevin Mettler, Dennis Dieken, and Mayor Pro Tem Mike Laven.

Members Excused: Mayor Najwa Massad.

Staff Present: City Manager Susan Arntz, Community Development Director Mark Konz, Public Safety Director Jeremy Clifton, Associate Director of Housing and Economic Development Nancy Bokelmann, and City Clerk Renae Kopischke.

Approval of Agenda

Ms. Arntz noted the addition of item 5.G. under the Consent Calendar: Resolution correcting the legal description of certain real property previously owned by the Housing and Redevelopment Authority of Mankato and transferred to the city. Ms. Hatanpa moved and Ms. Melby-Kelley seconded a motion to approve the agenda as amended. The motion carried unanimously.
 
3.
Approval of Minutes
 
Ms. Hatanpa moved and Ms. Melby-Kelley seconded a motion to approve the minutes of the Regular Meeting of March 10, 2025 as written. The motion carried unanimously.
 
4.
Public Open Forum (15 Minutes)

Alex Lemmermann, 230 Jaycee Court, expressed concerns about the intersection of Balcerzak and Pohl and indicated that he supported any projects that would make improvements.

Mr. Laven noted that the Mankato/North Mankato Area Planning Organization (MAPO) has an upcoming open house to receive feedback and engagement. Ms. Arntz clarified that it was a MAPO project at this time as they are conducting the traffic analysis and engagement this spring which, upon conclusion, could potentially be heard for the Council’s consideration.

Consent Calendar
 
NOTE: All items listed under the Consent Calendar will be enacted by one motion. There will be no separate discussion of these items. If a Council Member wishes to discuss any of these items, they may ask that the item be removed from the Consent Calendar. Removed item(s) will be discussed and acted upon by separate motion.

Ms. Melby-Kelley pulled item 5.G. Mr. Dieken moved and Mr. McLaughlin seconded a motion to approve the Consent Calendar as amended. With all members voting in favor, the motion carried.
 
A.
Motion approving On and Off-sale Intoxicating and 3.2 Malt Liquor, Wine, Club, Sunday, Non-enclosed Premise (Patio), Culinary, Brewery/Taproom Liquor License renewals effective May 1, 2025, through April 30, 2026.
 
B.
Motion approving a Temporary On-Sale Intoxicating Liquor License to Mankato Lodge #12 A.F. & A.M., 309 South 2nd Street, on April 25, 2025.
 
C.
Motion referring a request for Land Use Plan Amendment to the Planning Commission per Section 9.02 of the Mankato City Charter.
 
D.
Report on project and motion approving Change Orders for All Seasons Arena.
 
E.
Resolution considering quotations for the supply of Quicklime for Water Treatment.
 
F.
Set April 28, 2025, as the date of public hearing relating to a Vehicle Noise Ordinance.
 
G.
Resolution correcting the legal description of certain real property previously owned by the Housing and Redevelopment Authority of Mankato and transferred to the city.

Ms. Arntz stated that the Public Housing properties owned by the Housing and Redevelopment Authority of Mankato were approved for transfer to the City on March 10, 2025, as part of the Section 18 conversion to Housing Choice Voucher Project-Based rent assistance. She explained that during the title review with the US Department of Housing and Urban Development, the city received updated title commitments which contained minor revisions to the legal descriptions for certain properties. The revisions to the legal descriptions do not change the property to be conveyed from the HRA to the City, rather, merely represent certain scrivener's revisions.

Ms. Melby-Kelley moved and Mr. McLaughlin seconded a motion to approve the Resolution correcting the legal description of certain real property previously owned by the Housing and Redevelopment Authority of Mankato and transferred to the city. The motion carried unanimously.

City Manager’s Report
 
A.
Mr. Clifton stated that as presented during the February 3, 2025, work session, Public Safety and Information Technology are proposing several public safety technology enhancements aimed at improving community safety, streamlining investigations, and maximizing law enforcement efficiency. He stated that the enhancements build upon the City’s existing public safety practices by integrating new technologies, such as Automated License Plate Recognition (ALPR), Artificial Intelligence (AI) video analytics, mobile surveillance trailer cameras, and Flock fixed-position cameras.
 
Mr. Clifton indicated that to ensure transparency and provide the community with the opportunity to participate in this process, the City is launching a 30-day public comment period beginning March 25, 2025, and concluding April 23, 2025. He commented that community members may submit feedback online through Every Voice Mankato during this period. He added that public comment will be accepted in person at the April 28, 2025, City Council meeting. He mentioned that the technology enhancements do not require any prescribed public engagement or public comment by state law; however, the City of Mankato is recommending following the same public engagement process as that of the installation of officer body-worn cameras implemented in 2022.
 
It was noted that following the conclusion of the public comment period, Council members will receive a comprehensive summary of the feedback, which will be reviewed and discussed at the April 28, 2025, meeting.

Ms. Hatanpa inquired as to how EveryVoice would work as for privacy and input. Mr. Clifton noted that there would be a FAQs section and contact information would be available for staff if there were individuals that would like to reach out directly.

Mr. McLaughlin moved and Mr. Mettler seconded the motion approving the Resolution authorizing Public Comment on Public Safety Technology Enhancements. The motion carried unanimously. 

Ms. Arntz provided a handout of upcoming events and conferences for the Council in the event they wished to attend. She indicated the Work Session on April 7 would be a tour of the Greater Mankato Business Development Center and that the Council should plan on meeting at 1961 Premier Drive at 6 p.m.
 
7.
Reports of City Council Members

Ms. Hatanpa stated that there was a brief discussion on the appearance of the shared roundabouts at the Intergovernmental Meeting with Blue Earth County, and it was agreed that they would have their staff reach out to our staff.

There being no further business before the Council, Ms. Hatanpa moved and Mr. McLaughlin seconded a motion to adjourn. With all members voting in favor, the meeting adjourned at 6:25 p.m.
