Call Meeting to Order
Roll Call
Members Present: Mike Laven, Dennis Dieken, Michael McLaughlin, Jenn Melby-Kelley, Jessica Hatanpa, Kevin Mettler, and Mayor Najwa Massad.
Staff Present: City Manager Susan Arntz, Community Development Director Mark Konz, Interim Public Works Director Karl Keel, Public Safety Director Jeremy Clifton, and City Clerk Renae Kopischke.

Approval of Agenda
Mr. McLaughlin requested item 6.C. be added to the City Manager's Report related to the installation of temporary stop signs at Belle Avenue and Guenther. Ms. Hatanpa moved and Mr. Mettler seconded a motion to approve the agenda as amended. The motion carried unanimously.

Mr. Dieken moved and Mr. McLaughlin seconded a motion to approve the minutes of the Regular Meeting of May 27, 2025, as written. The motion carried unanimously.

Consent Calendar

Mr. Laven pulled item 6.F. Mr. Dieken moved and Mr. Mettler seconded a motion to approve the Consent Calendar as amended. With all members voting in favor, the motion carried.

Resolution approving a Conditional Use Permit to allow gym/fitness center/health club use in the B-2, General Business District. (1215 North Riverfront Drive); by request of Jay Sallstrom.

Resolution approving a Conditional Use Permit to allow for a parking lot providing off-street parking for a permitted use, a school, in the R-1, One-Family Dwelling District (West High School, 1351 South Riverfront Drive); by request of Mankato Area Public Schools.

Mr. Laven moved and Ms. Hatanpa seconded a motion to approve the Resolutions ordering preparation of feasibility reports for Capital Improvement Projects:
11192 Belleview Avenue, Jayro Court, and Riverview Street; 11121 Long Street and Emerson Lane; 11066 Plum Street; 11194 Dolph Reservoir; and 11193 2026 Resurfacing and Miscellaneous Sidewalks. The motion carried unanimously.

Resolution authorizing the City Manager request grant agreements for State and Federal funding of the Perimeter Road Construction Project – Phase 1 at the Mankato Regional Airport.

Resolution supporting State Bonding request for the Southeast Water Quality.
J.
Set July 14, 2025, as the date of the Public Hearing for a Land Use Plan amendment to change the guided land use from Public-Semi-Public to Central Business District (401 South 2nd Street); by request of Big Blue Hospitality, LLC.
K.
Set July 14, 2025, as the date of the Public Hearing for a Land Use Plan amendment to change the guided land use from Light Industrial to Medium Density Residential (1416, 1420, 1430 2nd Avenue); by request of Wrestling Brotherhood.
L.
Motion extending term of Weed Control Services Agreement.

Public Hearings
A.
Mr. Konz reported that an ordinance was previously passed establishing regulation requirements for the sale of low-potency hemp products, adult use cannabis products, an ordinance establishing special event requirements for temporary cannabis events, and an ordinance amending Chapter 10 Land Use (Zoning). He indicated that in the legislation legalizing cannabis, the City of Mankato determined the applicable zoning districts in which cannabis-related businesses are allowed to operate, and at that time, it was determined that zoning districts CBD-C, CBD-F, B-1, B-2, and B-3 were allowable zones.
Mr. Konz stated that to align the ordinance with the information provided to the council, an ordinance amendment is proposed to add lower-potency cannabis sales in the B-1 District.
Mayor Massad opened the public hearing. There being no one wishing to speak, Mayor Massad closed the public hearing.
Mr. Dieken moved and Mr. Laven seconded a motion to approve the Ordinance amending the permitted uses in the B-1 Zoning District of Chapter 10 of the City Code pertaining to low-potency cannabis. The motion carried unanimously.
Mr. Konz stated that to align the ordinance with the information provided to the council, an ordinance amendment is proposed to add lower-potency cannabis sales in the B-1 District.
Mayor Massad opened the public hearing. There being no one wishing to speak, Mayor Massad closed the public hearing.
Mr. Dieken moved and Mr. Laven seconded a motion to approve the Ordinance amending the permitted uses in the B-1 Zoning District of Chapter 10 of the City Code pertaining to low-potency cannabis. The motion carried unanimously.

City Manager’s Report
A.
Mayor Massad pointed out that the Council had received feedback, allowed for public comment, and held a public hearing on the item. The members of the public were asked to be respectful of the Council so that they could conduct business.
Due to being unable to conduct business, the Mayor recessed the meeting at 6:24 p.m. The Mayor resumed the meeting at 6:27 p.m.
Ms. Arntz stated that the city has been reviewing, considering, and discussing the possibility of adding additional technology tools to our Public Safety Department. She summarized the technology and tools that are being recommended for approval.
Ms. Arntz noted that the city has been using video technology since 2005, with 541 operational cameras currently deployed across the city. She reviewed the proposed technologies and the associated costs. She noted that staff are also recommending an elevated auditing of the city’s use of these tools, which includes annual audits versus the MN statutory requirement of every two years. She commented that the annual audit was estimated to cost $3,500. She added that progress reports of the implementation and use of the technology would be provided to the Council during regular City Council meetings.
Mr. McLaughlin made a motion to approve the Resolutions authorizing Public Safety Technology Acquisitions and the use of Public Safety Aid as presented for Axon and Milstone, without the inclusion of the Mobile Trailer Camera System and the subscription for FLOCK cameras. The motion was seconded by Mr. Laven. The motion carried unanimously.
