Call Meeting to Order
Roll Call
Members Present: Jessica Hatanpa, Kevin Mettler, Dennis Dieken, Michael McLaughlin, Jenn Melby-Kelley, and Mayor Pro Tem Mike Laven.
Members Excused: Mayor Najwa Massad.
Staff Present: City Manager Susan Arntz, Administrative Services Director Parker Skophammer, Community Development Director Mark Konz, and City Clerk Renae Kopischke.

Approval of Agenda
Ms. Arntz noted the addition of 5.P. Resolution authoring the City Manager to accept donation. Ms. Melby-Kelley moved and Ms. Hatanpa seconded a motion to approve the agenda as amended. The motion carried unanimously.

Approval of Minutes
Mr. Dieken moved and Mr. Mettler seconded a motion to approve the minutes of the Regular Meeting of August 11, 2025, as written. The motion carried unanimously.

Consent Calendar
NOTE: All items listed under the Consent Calendar will be enacted by one motion. There will be no separate discussion of these items. If a Council Member wishes to discuss any of these items, they may ask that the item be removed from the Consent Calendar. Removed item(s) will be discussed and acted upon by separate motion.
Ms. Hatanpa moved and Mr. McLaughlin seconded a motion to approve the Consent Calendar as written. With all members voting in favor, the motion carried.

Motion approving Proclamation designating September 2025, as Celebrate Recovery Month in the City of Mankato.
B.
Motion approving Proclamation designating September 4-7, 2025 as Mankato Pride Celebration Days in the City of Mankato.
C.
Motion approving Opioid Remediation Grant to the Travis James Gustavson Foundation for a poster board that provides awareness, education, and serves as a resource for opioid use and addiction.
D.
Motion approving application for an On-sale Intoxicating and Sunday Liquor for Tako Kato, Inc. DBA Tako Kato, 302 Stadium Road.
E.
Resolution rescinding and replacing R-2021-0913-194 related to Operational Policies and Guidelines, as approved in conjunction with the Council Handbook.
F.
Resolution approving the Final Plat of BCA Southern Regional Office and Laboratory Subdivision. The subject property is described as Outlot A, Blue Earth County Justice Center Subdivision; by request of Leo A. Daly, with permission of the property owner.
G.
Motion approving change orders for All Seasons Arena.
H.
Resolution authorizing the City Manager to execute the grant application for the Mighty Ducks grant for All Seasons Arena.
I.
Resolution considering bids on Capital Improvement Project 11031; Public Safety Center Apparatus Bay Door Replacement.
J.
Motion approving a License to Encroach for 830 North Broad Street.
K.
Resolution considering bids on Improvement Project 11188; Bassett Drive Extension.
L.
Resolution authorizing the City Manager to enter into an agreement with ISG and Braun Intertec to provide construction engineering services for the Bassett Drive Extension; Improvement Project 11188.
M.
Set September 8, 2025, as the date of public hearing on an Ordinance amending Business and Licensing related to Registration of Cannabis Retailers.
N.
Set September 8, 2025, as the date of public hearing to review an ordinance allowing apartments as a conditional use in the B-3, Highway Business District and performance standards for the proposed ordinance amendment.
O.
Set September 8, 2025, as the date of public hearing to review an ordinance reducing parking requirements for multiple-family dwellings from 2 parking spaces to 1.5 parking spaces per unit.
P.
Resolution authorizing City Manager to Accept Donation.
