BACKGROUND
Schertz Fire Department has a need to purchase vehicles and equipment as part of the Vehicle/Equipment Replacement Program and City staff has done due diligence in researching what vehicle best fits the needs of the department, to obtain the best pricing and to provide the best quality of vehicle; and the City of Schertz has chosen Siddons Martin Emergency Group, LLC to purchase the fire apparatus determining it is in the best interest of the City of Schertz to authorize the City Manager to issue a purchase order to the awarded vendor. The apparatus is being purchased from a cooperative vendor under contract # HGAC FS12-23 so all procurement requirements have been met.
GOAL
Execute defined life-cycle replacement of an existing brush truck as the unit being replaced was well past its life cycle.
COMMUNITY BENEFIT
This fire apparatus purchase of a new brush truck is a scheduled replacement of existing apparatus continuing its benefit to our community and our neighbors through direct and regional mutual aid agreements. This unit is a smaller, lighter, and multipurpose response unit that provides more services than the standard NWCG Wildland Type VI or Type III unit we have in the fleet. It will be able to more effectively maneuver and respond as our geography changes from less wildland areas to a more confined space of operation. Additionally, the unit is a high pressure low water use unit that is significantly more responsive to the TCEQ initiative to minimize water and non-environmentally friendly foams in aquifer recharge zone areas. Additionally, the equipment, water, and pump are on skid unit that is removable allowing the unit to assist with water rescues, responses, and Strike Team Leader TIFMAS responses.
SUMMARY OF RECOMMENDED ACTION
Authorize the City Manager to execute the purchase and delivery of a wildland fire apparatus.
FISCAL IMPACT
Fiscal impact is listed at $154,295 with an additional $5,000 for graphics to be in compliance with Texas law. Please see the attached proposal from Siddons Marton Emergency Group, LLC. This purchase was budgeted in the FY 2023-24 Budget at $200,000 and has resulted in a $40,000 savings by choosing this vendor.
RECOMMENDATION
Authorize the City Manager to execute the purchase and delivery of a wildland fire apparatus.
